Biography

Since 1947 he lived in Riga. In 1959 he graduated from the Daugavpils Military Aviation Radio Engineering College with a degree in radio engineer [1] [2] .

From 1962 to 1970, he worked at the Institute of Radioisotope Instrumentation, having gone from engineer to head. From 1970 to 1995 - Director of the Republican Information and Computing Center of the State Committee for Agricultural Machinery. In 1990 - Director of the Republican Center for Statistics Information Agroapgāde. In 1995 - participated in the creation of the Latvian League of Stateless Persons. In 2001 - consultant to the faction in the Sejm.

Member of the Supreme Council of Latvia (1990-1993 [3] ). A deputy of the Riga City Council from 2001 until his death (in 2001 he was elected from the HRCU under the quota “Equality”, in 2005 from the “New Center”, in 2009 from the “Center for Accord”). He worked as the chairman of the committee on social issues of the Riga City Council (2001-2005 and 2007-2012). He served as deputy chairman of the faction of the " Center of Concord " in the Riga City Council. He was buried at the Riga 1st Forest Cemetery .

Resumption of municipal housing construction

In 2001, the coalition of the Riga City Council, on the initiative of the deputies of ЗаПЧЕЛ, came up with a project to resume the construction of municipal housing, which at that time had not been conducted for 8 years. There were 12 thousand people waiting in line for apartments - people who had been waiting for the line from Soviet times, residents of denationalized houses, who were subject to eviction due to major repairs, children from orphanages and people released from places of detention. For 2002, the budget of the Riga City Council for the first time stipulated up to 10 million lats for housing construction (the total social budget of the local government was 13 million lats out of 160 million that the Duma had at its disposal for a year [4] ). With the allocated money, it was possible to build 8 houses of 40 apartments, but this laid the foundation for a program for the construction and renovation of municipal housing, which continues to this day. The number of waiting lists by 2016 decreased to 5 thousand, and the annual commissioning of apartments reached 2000 [5] .

Rescue of the 1st City Hospital

When the state planned to close the oldest city hospital in Riga [7] during the reduction of medical expenses in 2009 [6] , Leonid Kurdyumov made [8] that it should be transferred to the balance of the Riga City Council [9] . After that, the hospital rehabilitation program [10] began , during which several historic buildings were overhauled, a multidisciplinary clinic was established, and new operating rooms were equipped. For 7 years, the local government has invested over 10 million euros in these projects.

L. Kurdyumov’s contribution to the preservation of the hospital was immortalized after his death: on the facade of a historic building from the side of ul. Bruninieku a memorial plaque was erected in his honor.
