University History
In connection with the achievements of the USSR in space and rocket science , the need for highly qualified personnel in the Krasnoyarsk Territory became apparent. In 1959, on the basis of the Krasnoyarsk Machine-Building Plant , a branch of OKB-1 was created, the tasks of which included carrying out experimental design work and the creation of rocketry. In June of that year, in connection with the order of the State Committee for Defense Technology, production was moved to the closed city of Krasnoyarsk-26 ( ZATO Zheleznogorsk ) under the leadership of M.F. Reshetnev .
In December 1959, Government Decree No. 1425 began the creation of technical colleges , which would be able to provide industrial production with qualified personnel. Krasmashzavod turned out to be one of those enterprises that was entrusted with preparing the educational base for the space-rocket complex .
Branch of the Krasnoyarsk Polytechnic Institute
September 1, 1960, a technical college was established - a branch of the Krasnoyarsk Polytechnic Institute . The main objective of the educational institution was to train specialists in the engineering industry on the job. The first director (the post of rector was established later) by order of the Ministry of Higher Education of the RSFSR was Yevgeny Nikolayevich Kapustyansky , who had a long experience in production and teaching. Significant help in organizing and creating the material and technical base of the institute was provided by the director of the Krasmashzavod Peter Aleksandrovich Sysoev , who in 1966 was awarded the title Hero of Socialist Labor for his services to the state and his contribution to the rocket and space complex of the USSR.
Being not an independent educational institution, but a branch of the Krasnoyarsk Polytechnic Institute, the technical college was subordinate to the leadership of this institution. The rector of the KPI Vasily Nikolayevich Borisov independently determined the structure of the departments, the faculty and services of the technical college, despite the fact that the KPI has not yet been completed.
1960s: Start of business
In 1960, the technical college received two hundred students, the teaching of which was carried out by both professional teachers and plant engineers. Half of the students in the first year were sent to practical training. Then the branch council, the Komsomol and trade union organizations began to form, the first departments subordinate to the departments of the head university were formed: departments of higher mathematics, physics, chemistry, metal technology, a foreign language, social sciences and physical education. The teaching staff was replenished at the expense of specialists from other universities (mainly in technical areas) and their own human resources (humanitarian disciplines). In the order of the State Committee No. 35 of March 9, 1961 , in particular, it was stated that "the Krasnoyarsk technical college is given great importance in providing highly qualified personnel, as well as improving the general technical culture of the Krasnoyarsk bush enterprises " [8] .
The prestige of the university gradually grew in the 1960s , when, along with ensuring the country's defense capabilities, space exploration was another priority. This circumstance made it possible to attract even more attention from specialists - university graduates of the European part of Russia to the technical college. To maintain prestige, a new building (a modern administrative building) was allocated to the technical college, the construction of additional buildings and laboratories began, and specialists were provided with housing for visitors, and conditions were created for their families [8] .
1970s: Building Scientific Capacity
In 1966, the first graduation (149 people) took place, which became a significant event: many graduates remained working at the Krasmash production facility, NPO PM, or at the technical college itself. In the same year, Sysoev was sent to Moscow , and Boris Nikolaevich Gurov became the new director of the plant. A period of radical modernization of production was associated with his arrival: from the production of medium-range ballistic missiles R-14, the plant switched to the production of sea-based missiles RSM-25 , and then more advanced missiles RSM-40 and RSM-50 [8] [9] .
In 1969 - 1974, the plant was managed by Vladilen Petrovich Kotelnikov , whose merits as director were marked by high state awards. Changes in production under Gurov and Kotelnikov allowed the university to show its potential, since the emergence of new technologies required new research in these areas. In particular, this concerned the manufacture of sealed thin-walled hull structures from aluminum alloys, high-speed fuel pumps and gas turbines , and rocket bodies (fabrication using argon-arc and electron-beam welding). Many developments relate to world-class achievements [8] . Victor Kirillovich Gupalov , who became the director of the plant in 1975, made a great contribution both to the production activities of the Krasmashzavod and to the activities of the university.
By 1977, on the basis of site No. 2, Design Bureau PM and the Mechanical Plant were finally formed. Mikhail Fedorovich Reshetnyov was appointed General Director of NPO PM, and his first deputies were Grigory Markelovich Chernyavsky and Anatoly Efimovich Mitrofanov , who owe the merit of establishing comprehensive cooperation between the technical university and the NPO PM.
The educational process at the technical college, the direction of scientific activity in the 1970s was determined by the new rector Anatoly Pavlov . The plans of the university included an increase in the number of teachers with academic degrees due to the establishment of scientific work in the departments, improving the quality of teaching, improving curricula. The implementation of these plans was very fruitful, which was manifested in an increase in the scientific activity of technical college employees, their participation in all-Union conferences and seminars, and in an increase in research in the aerospace industry [10] .
Such a surge of scientific activity had a definite goal, which was set in 1976 by the rector Vsevolod Nikolaevich Sevastyanov . This goal was that until 1980 the technical college, accountable to the Krasnoyarsk Polytechnic Institute, acquired the status of an independent. This was possible only on condition that the faculty was increased, and the percentage of teachers with degrees reached the USSR average of 45% [10] . The administration has paid great attention to the quality of training of specialists and teachers of technical colleges. At the same time, the technical college increased the number of students to 2,300 people (including 1,600 on full-time studies).
1980s: Vladimir Osipov and Gennady Belyakov
In 1980, Vladimir Mikhailovich Osipov was appointed to the post of rector of the technical college. Being a mathematician, he paid great attention to teaching precisely the physical and mathematical disciplines for engineering specialties, increasing the number of faculty in the departments of higher mathematics and physics, and improving the quality of educational activities. A large-scale reorganization in academic and scientific work is associated with the leadership of Osipov, which led to the division of the post of vice-rector into the post of vice-rector for academic work and vice-rector for scientific work. The increased attention of the departments to educational and methodical work was also explained by the fact that since 1982 the Ministry of Higher Education obliged all universities to form their educational and methodological complexes in disciplines (UMKD) [11] . Vladimir Osipov assigned a large role to the organization of students' scientific activities, namely, their participation in scientific and practical work, speeches at conferences and seminars. In 1982, the university technical college hosted the All-Union Student Scientific Conference of technical universities, at which university students from all over the country and universities of Krasnoyarsk spoke.
In 1983, the head of the department of economics, organization and production management, Gennady Pavlovich Belyakov, assumed the post of rector. Being a specialist in the field of management , Belyakov from the first days of his rector's work sought to make the university isolated from the KPI and competitive with other universities in the region, to increase its prestige. According to the results of Belyakov’s work, the small VTUZ plant became one of the largest in Krasnoyarsk [11] .
In the first half of the 1980s, the university gradually strengthened its position and status. In particular, large-scale personnel shifts were carried out, the organizational structure was expanded, and new structural units appeared. Realizing that the training and practical activities of engineers should be carried out in conjunction, Gennady Belyakov paid great attention to structures that provided the interaction of theory and practice in education. In parallel with this, the material and technical base of the university was strengthened through the introduction of computer technology in the educational process (the Department of IWT was opened), partnerships were established with many specialized universities in the country ( MAI , MPEI , MATI , LPI , LIEI , NSU ).
Krasnoyarsk Space Technology Institute
On June 12, 1989, in connection with Decree of the Council of Ministers of the USSR No. 470 "On the establishment of the Krasnoyarsk Institute of Space Technology - Technical College", the educational institution at Krasmashzavod received independent status from the Krasnoyarsk Polytechnic Institute. On the opening day of the university, representatives of the USSR State Education, the Ministry of Higher Education of the RSFSR, party leaders and heads of enterprises of the city addressed the teachers and students with parting words. The tasks and prospects of the new institute were reflected in the order of the Ministry of Higher Education of the RSFSR of January 13, 1989 No. 144/333 "On measures to implement the Decree of the Council of Ministers of the USSR dated 12.06.89 No. 470". 1989 was marked by the emergence of new specialties, research laboratories, the opening of graduate schools and the beginning of the construction of a new building next to the administrative building.
Together with the Krasnoyarsk University in the cities of Krasnoyarsk-45 ( Zelenogorsk ) and Krasnoyarsk-26 (Zheleznogorsk), specialized aerospace schools - Cosmonautics Schools - were opened.
Siberian Aerospace Academy
In 1992, by Order No. 1119 of the Ministry of Science, CICT was renamed the Siberian Aerospace Academy (CAA). By the time CICT was renamed into CAA, the university had 6 faculties, 24 departments, a training center for computer science and computer engineering, an engineering testing ground and a research and engineering center. Changes have also occurred in the structure of the teaching staff: their number has more than doubled (30 doctors and professors , 2 academicians , 4 corresponding members , 8 laureates of the Lenin Prize ) [12] .
In the 1990s , after the collapse of the USSR , SAA experienced significant difficulties with financing, but continued to improve the quality of teaching and the prestige of the institution. This was facilitated by the new certification system. Another test was the conversion of production , where graduates worked. The evidence that the space and rocket industry is gradually losing ground, and civilian-oriented production is increasingly in demand, has forced the CAA leadership to make some changes. In particular, preference was given to the civil aviation industry, since the university profile was close to it. It was possible to solve financial difficulties at the expense of the help of the USSR Ministry of General and the funds of Krasmash and NGO PM. Due to these funds, it was possible not only not to abandon the plans for the expansion of the university in technical terms, but also to increase the book value of fixed assets in the form of equipment and installations by six times. Close cooperation with basic enterprises made it possible to use the material resources of many departments in the educational process [12] .
In 1996, the university was named after Academician Mikhail Fedorovich Reshetnyov , who also headed one of the university’s leading departments for many years. New specialties were opened in the field of ICT, systems analysis , management , standardization and certification in the fields of mechanical engineering, automated information processing and control systems . Prior to certification in 1997, CAA pursued a policy of interuniversity integration and international cooperation. With the support of the European Bank for Reconstruction and Development , the Morozov Project Training and Business Center was organized; in 1996, together with US universities, the International Institute of Theoretical and Applied Physics and the Higher School of Business were established; Krasmash transferred the pool , gym, dormitory and recreation center to the balance of the university. The astronauts were visited by astronauts S. K. Krikalyov , A. A. Serebrov , V. D. Zudov , V. I. Sevastyanov , V. V. Gorbatko , A. Ya. Soloviev ; in 1996, design engineer Alexander Leonovich Kemurdzhian gave a course of lectures to students [12] . By 2000, the Academy had 23 specialties and 3 areas of training for graduate bachelors and masters , graduating about 130 specialists in the field of civil aviation.
Siberian State Aerospace University
On May 23, 2002, the Siberian Aerospace Academy received the status of a university, the university became known as the Siberian State Aerospace University named after Academician M.F. Reshetnev. In 2003, the SibSAU participated in a field meeting of the Presidium of the Cosmonautics Federation of Russia , which was conducted by a pilot-cosmonaut and twice Hero of the Soviet Union Vladimir Vasilievich Kovalenok . The meeting was attended by heads of enterprises of the Krasnoyarsk Territory , representatives of the Krasnoyarsk Scientific Center of the SB RAS and the Administration. Following the meeting, an appeal was made to both chambers of the Parliament and the Government of the Russian Federation , designed to develop a further strategy for the development of the aerospace industry and training.
In 2006, the SibSAU and the KSC SB RAS signed a cooperation agreement, which allowed the university to strengthen its ties with academic science in Krasnoyarsk. In the same year, the university received a license from the Federal Space Agency .
Siberian State University of Science and Technology
In 2016, in order to create a core university in Krasnoyarsk, the process of reorganizing the Siberian State Technological University by joining the Siberian State Autonomous University began. [13] [14] On May 12, 2017, the united university was named the Siberian State University of Science and Technology named after Academician M. F. Reshetnev .
