The Chairman of the Government of the Transnistrian Moldavian Republic is the head of the highest executive and administrative body of state power - the Government of the unrecognized Transnistrian Moldavian Republic , the second person in the Transnistrian state .

Content

History

According to the legislation of the Pridnestrovskaia Moldavskaia Respublika (PMR), the president has the right to chair meetings of the government and meetings of the government presidium.

From September 3 to November 29, 1990, there was a separate post of the Chairman of the Government (Council of Ministers), Moroz and Stanislav Ivanovich acting.

Until 2012, the President of the PMR was the head of the executive branch (i.e., the Chairman of the Government). [one]

The Institute of Government and the post of Prime Minister of Transnistria were introduced on January 1, 2012 . in accordance with the amendments made in June 2011 to the Constitution of Transnistria.

Since January 18, 2012, the head of the government was Peter Stepanov [2] , who resigned on July 10, 2013 [3] .

From July 10, 2013 to December 2, 2015, the post was occupied by Tatyana Turanskaya [4] . From December 2 to 23, 2015, Maya Parnas performed the duties.

From December 23, 2015 to December 16, 2016, the position was held by Pavel Prokudin .

Since December 16, 2016, the position has been occupied by Alexander Martynov .

Authority

In accordance with the constitutional law “On the Government of the Transnistrian Moldavian Republic”, the Chairman of the Government performs the following functions:

  • represents the government within the state and beyond;
  • organizes the work of the government and conducts its meetings, having a casting vote;
  • Signs government regulations (decrees and orders);
  • submits to the President of Transnistria proposals on the structure of executive authorities, on the appointment and dismissal of deputy Prime Ministers, ministers and heads of state administrations of cities (districts), on the imposition of disciplinary sanctions on them and on their encouragement;
  • distributes responsibilities among members of the government;
  • systematically informs the President of the Transnistrian Moldavian Republic about the work of the government.

Appointment and Dismissal Procedure

The Prime Minister is appointed by the President of the Transnistrian Moldavian Republic with the consent of the Supreme Council of the PMR

A candidate for the post of Prime Minister may be a citizen of the Transnistrian Moldavian Republic.

The dismissal of the Chairman of the Government of the Transdniestrian Moldavian Republic at the same time entails the resignation of the Government of the Transnistrian Moldavian Republic.

The Chairman of the Government is dismissed by the President of the PMR (Article 7 of the Law), which at the same time entails the resignation of the entire Government:

  • on his own application for resignation;
  • in case the president decides to resign the prime minister.

Also, according to article 35 of the law, the president has the right to decide on the resignation of the government if the Supreme Council expresses no confidence in the government.
