Design
In 1901-02, the British Admiralty developed scout cruisers to lead destroyer flotillas, leading them to a torpedo attack and supporting them in clashes with other destroyers. In May 1902, it held tenders for the projects of the cruiser, which was able to develop 25 knots (46 km / h; 29 miles per hour), had an armored deck, a range of 2,000 nautical miles (3,700 km; 2,300 miles) and carried armaments of six 76 mm, eight high-speed 47 mm cannons and two 18-inch (450 mm) torpedo tubes. Four projects were selected and ordered one vessel from each manufacturer in the Naval Program of 1902-03 and repetition of the order in the program of next year.
