Biography

Born in the family of a priest. He graduated from the Tambov Seminary , then in 1819 - St. Petersburg Theological Academy with a master's degree in theology and the appointment of a bachelor of civil history.

Son of the poorest, insignificant village priest, up to the age of sixteen I walked in bast shoes and endured a great need that followed me on my heels and in religious schools. In some shed, for wood, I studied Cicero and Fukidid - and in general I studied diligently.

He was the home teacher of Prince Kochubey, who, noticing his abilities, assisted him in the service [2] . He retired from the bachelor's degree in July 1821.

From 1821 he served in the Ministry of the Interior: official for special assignments, secretary of the Economic Department (since May 1823), secretary of the chairman of the Department of Laws (since 1825). From December 1829 - Head of the II Department of the Medical Department; from 1830 he headed the office work on the Council of the Minister of the Interior; from August 1831 - Head of the III Division of the Executive Police Department, from May 1836 - Director of the Office of the Minister of the Interior. In 1837 he was promoted to full state councilor and appointed director of the executive police department. He retired in the fall of 1855. He was a member of the Council of the Minister of the Interior, but did not actively participate in his work.

He was buried at the Tikhvin cemetery of the Alexander Nevsky Monastery [3] (the grave was not preserved).

Smart, received a solid classical education in the local theological academy. ... Despite his angularity and arrogance with his superiors, he became a necessary person in the ministry, where he gained a reputation as an excellent administrator. With subordinates, he was exacting and extremely rude. Maybe this was the reason that he was announced a bribe taker, and maybe he really was. He says that he is in quite a decent state now, he took over his wife, the daughter of a wealthy merchant Minaev. Anyway, except for this dark side of his reputation - he is one of those people who kept the ministries with us and who, not being ministers, sent cases for them.
