Independent Ukraine ( Ukrainian: Self-Ukraine ) - a brochure by N. I. Mikhnovsky (1900).
The work contains the author's vision of the political, legal and philosophical aspects of the existence of the Ukrainian nation and state. At the initial stage of the existence of the Revolutionary Ukrainian Party (RUE), it was its political platform. [1] Later it served as the basis for the so-called “Ukrainian independence” - the Ukrainian People’s Party , and later the Ukrainian Party of Independent Socialists . [2]
Creation History
In January 1900, in Kharkov, on the initiative of D. Antonovich, Kaminsky, Matsievich and Russov, the first Ukrainian party in the Naddnipryanschina was created - the Revolutionary Ukrainian Party . Two days after its founding, D. Antonovich invited N. Mikhnovsky to write a program for her. And already on January 19 in Poltava and on January 26 in Kharkov Mikhnovsky announced the essay “Independent Ukraine”. In this work, he presented his historical and legal justification for the need for a radical solution of the national question in Ukraine, the law and the need for the national liberation struggle of the Ukrainian people, and also outlined his vision of the theoretical foundations of the political ideology of "self-determination" [3] .

The theoretical foundations of the right of the Ukrainian nation to self-determination
The author identifies two foundations for the realization of the right of Ukrainians to self-determination - formal-legal, and natural-legal. [one]
The formal legal basis of the right of the Ukrainian nation to self-determination
Mikhnovsky shows in his work that the Ukrainians had their own statehood, examples of which are the principalities of Kievan Rus , the Galician-Russian principality , the Lithuanian-Russian principality , the hetmanates of Khmelnytsky and Mazepa . He then analyzes the Pereyaslavl treaty and concludes that as a result of its conclusion, a confederation of the Russian Empire and the Cossack state was formed. In the future, as a result of unlawful unilateral actions of Russia, Ukraine was included in the empire, and therefore, Mikhnovsky concludes, the Ukrainian nation has the right to decide its own fate. The natural-legal basis of the right of the Ukrainian nation to self-determination
In his work, Mikhnovsky shows systematic violations of personal and collective rights of Ukrainians in the Russian Empire, as a result of which the nation is degrading and could die. He concludes that the restoration of rights is possible only in one's own national state, only it will give personal and economic freedom, will ensure the development of the individual. [one]
The mechanism for the realization of the right to self-determination
As a driving force for national liberation Mikhnovsky sees a new elite - "the Ukrainian intelligentsia of the third generation." If the first two generations of the intelligentsia served Poland and Russia, the third generation will serve the Ukrainian people, it will become the organizer of the struggle for national rights. At the same time, Mikhnovsky allowed all forms of struggle - from cultural to armed uprising. [one]
