Biography
Born December 12, 1836, the son of Major General Vasily Nikolayevich Shchetinin , came from the noblemen of the Penza province .
November 29, 1851 he was enrolled in the Mikhailovsky Artillery School , from which he was released on June 11, 1855 as an ensign and was immediately admitted to the Mikhailovsky Artillery Academy , after which he was seconded to the Life Guards of the 1st Artillery Brigade. In the same 1855 he was part of the troops assigned to protect the coast of the Gulf of Finland from the possible landing of the Anglo-French troops. On June 22, 1856, he was promoted to second lieutenant and on June 23, 1857, he was promoted to lieutenant .
In 1858 he was transferred to the 3rd Guards and Grenadier Artillery Brigade, almost immediately passed the entrance exams for the geodesic department of the Nikolaev Academy of the General Staff and was at the Pulkovo Observatory [1] . After graduating from the academy, he returned to his brigade for further service. On January 22, 1862, Shchetinin was promoted to headquarters captain , enlisted by the General Staff and appointed to be a member of the Military Topographic Depot (since 1863 - the Military Topographic Unit of the General Directorate of the General Staff). April 4, 1865 promoted to captain.
On March 5, 1867, Shchetinin was appointed chief of staff of the troops of the Semipalatinsk region , but on July 21 of the same year he was transferred to a similar post in the Semirechensk region . August 30, 1868 promoted to lieutenant colonel and December 11, 1870 - to colonel . In 1871, during the Kuldzhinsky campaign, Shchetinin remained in Verny and was engaged in logistical support for the detachment of Russian troops in China. In 1875-1876, he was in Tashkent and, during the campaign against the Kokand Khanate , was again in the rear detachment.
January 18, 1879 Schetinin led the 103rd Petrozavodsk Infantry Regiment . On January 14, 1884, he was promoted to major general and appointed assistant chief of staff of the Omsk Military District . In 1885, he traveled to the Tarbagatai and Ili provinces of Western China to collect information about the Chinese armed forces in these provinces; the result of this trip was the essay "On the current state of the armed forces of China in the Tarbagatai and Ili provinces", published in the secret "Collection of geographical, topographic and statistical materials on Asia" (issue XXIV. - SPb., 1887).
On April 28, 1887, Shchetinin was appointed military governor of the Semipalatinsk region and commander of the troops in it.
From January 23, 1891, Shchetinin joined the serfdom service and was appointed commandant of the Bendery fortress, was promoted to lieutenant general on August 30, 1894, and was the commandant of the Ochakov fortress on September 13 of the same year.
He died on March 11, 1898, was excluded from the lists on March 26.
