The county was created during the Tang Empire in 766.

After the lands passed under the communist rule during the civil war , in July 1949 the Huizhou Special District (徽州 专区) was formed and the county became part of it. In 1956, the Huizhou Special District was disbanded, and the county became part of the Wuhu Special District (芜湖 专区). In April 1961, the Huizhou Special District was recreated, and the county returned to its composition. In March 1971, Huizhou Special District was renamed to Huizhou County (徽州 地区).

On November 27, 1987, by the decision of the State Council of the People's Republic of China, Huizhou District was transformed into the Huangshan City District.
