Hutubi ( Chinese р 县 , pinyin : Hūtúbì xiàn , Uygh . قۇتۇبى ناھىيىسى , Kutubi Nahiyisi) is a county of the Changji-Hui Autonomous Region of the Xinjiang Uygur Autonomous Region of China. The county is named after the river flowing here.

History
During the Han Empire, the principality of western Tsami (ми 且 彌) was located here, the prince lived in the Great Valley (大谷) on the eastern side of the mountains. Population: 332 families, 1,926 people, 738 combat soldiers. Chinese Administration: Viceroy with the title Shitsemi-hou (西 且 彌 侯) and four officers.
In 1755, a military post was established here. Changji County was created in 1773, and these lands became part of it.
In 1918, Hutubi County was separated from Changji County into a separate administrative unit subordinate to Urumqi. In 1947, it was renamed Jinghua County (景 化 县) and transferred to the Urumqi Special Region, but in 1954 it was returned to its former name. In 1958, it became part of the Changji-Hui Autonomous Region.
