Biography
He came from the nobility of the Kiev province , was born on October 24, 1820. He was educated in the 1st Moscow Cadet Corps , from which he was released on August 8, 1839 as an ensign into the light number 7 battery of the 18th artillery brigade. He served in this brigade for more than 8 years and received the rank of second lieutenant (December 3, 1843) and lieutenant (March 6, 1847); For two years, from May 25, 1842 to August 14, 1844, he served as the adjutant brigade, and then was a teacher in the divisional fireworks school of the 6th artillery division.
September 21, 1848 he was appointed senior adjutant at the headquarters of this division with the enrollment of the 18th artillery brigade in battery No. 4 from December 18; On April 10, 1849, he was promoted to captains of the captains , then successively served as adjutant to the chief of artillery (from April 5, 1850) and senior adjutant of the artillery department of the 1st Army (from July 12, 1853), and was for special assignments under the inspector of all artillery, moreover, on July 10, 1852, he was promoted to captain and on April 17, 1855, to lieutenant colonel .
On July 10, [1] 1856, he was appointed corrective of the post of head of department in the office of the War Ministry; April 17, 1857 for the distinction of service promoted to colonel . From this time begins his rapid promotion. Since October 4, 1859 he has already held the position of vice director, on April 17, 1862 he was promoted to major general , on April 17, 1865 he was appointed director of the office of the Ministry of War, to which he devoted almost half of his many years of service.
During over twenty-five years of service in the office, of which he directed his activities for almost sixteen years, Mordvinov was directly involved in the development of all the most important legislative issues relating to the army and the entire military economy; as the head of the chancellery, he managed the affairs of the Military Council , which became especially complicated under military circumstances during the Russian-Turkish war of 1877-1878 , during which, during a trip to the army’s army, he was assigned part of his duties, and used a lot of work to prepare mobilization of the army and the supply of troops of the Balkan , as well as the Caucasian armies.
Mordvinov was also a member of the main administrative commission for the rearmament of the army and commissions to draw up new regulations on military schools and discuss the issue of managing the Tula arms factory ; participated in the committee’s work to revise decisions on the rights and advantages of noncommissioned non- combatant non-commissioned officers and to draw up new regulations, as well as in the commission to draw up new regulations on reserve local and reserve troops and state militias, in a meeting under the direct supervision of Emperor Alexander II on the same issue, in the commission on the transfer of the Imperial Medical and Surgical Academy to the Ministry of Education and many others.
On April 16, 1867, Mordvinov was promoted to lieutenant general ; in 1872 he was granted the post of adjutant general to His Imperial Majesty; On May 23, 1881 he was appointed a member of the Military Council and was awarded with diamond marks of the Order of St. Alexander Nevsky with a diploma of the following content:
“Your over 15-year long activity in managing the office of the Ministry of War and in managing the affairs of the Military Council, which has been continuously accompanied by fruitful results in diverse subjects included in the circle of the highest military administration and especially in matters of military law and the military economy, which has been directed under your always active and experienced participation, have earned you the right to our special favor. ”
After this, Mordvinov continued to manage the office for some time, and only on August 18 he was relieved of his post and left in the Military Council. May 15, 1883 was promoted to general by artillery; December 3, 1889 celebrated the fiftieth anniversary of service in officer ranks; Emperor Alexander III honored him with the Highest Rescript, in which he again noted his fruitful activities, and granted the Order of St. Vladimir 1st degree.
He died on January 20, 1894, was excluded from the lists on January 31. He was buried at the Novodevichy cemetery in St. Petersburg.
In 1880, a letter from D. S. Mordvinov with a memory of Emperor Nicholas I was published in the Russian Archive (vol. 1, p. 499).
