The Wye River Memorandum Memorandum is an agreement concluded on October 23, 1998 at the White House in Washington between Israel and the Palestinian National Authority through US mediation. The memorandum was the result of negotiations in the Wye Plantation, Maryland , which lasted nine days. The provisions of the memorandum provided for the transfer of the territory of Judea and Samaria under the control of the Palestinian Authority in exchange for the obligation to take effective measures to combat terrorism [1] . The document also describes the stages of the further withdrawal of Israeli troops from the west bank of the Jordan River and outlines a schedule of mutual actions and concessions [2] .
