St. Petersburg International Law Forum

St. Petersburg International Legal Forum (SPBILF) is an annual business event in the field of jurisprudence, created in 2011 on the initiative of the Ministry of Justice and with the support of the President of the Russian Federation. The forum is a unique platform created to discuss current legal issues in the context of global socio-economic problems. The Forum is annually attended by senior officials of Russia and foreign countries, leading world experts in the field of economics, law and international relations, heads of legal departments of major world companies, representatives of the international legal community.

Forum Key Mission

Forum declares its mission -

  • Improving the interaction of legal systems and developing common approaches to solving the problems of the development of law in the context of globalization;
  • Modernization of Russian law, taking into account the best practices of foreign rule-making and law enforcement, bringing Russian legislation in line with world standards in the field of protecting the rights and interests of all legal entities (including entrepreneurs, foreign investors, copyright holders, etc.);
  • Promoting the development of modern legal science and legal education in Russia and in the world.

SPBILF 2019

The IX St. Petersburg International Legal Forum was held on May 14-18 .

In 2019, the St. Petersburg International Legal Forum brought together over 5,000 participants . For the first time, the Forum brought together representatives from a record number of countries from all continents - 95 countries.

SPBILF 2018

The VIII St. Petersburg International Legal Forum was held on May 15-19 .

In 2018, the St. Petersburg International Legal Forum brought together over 4,500 participants . For the first time, the Forum brought together representatives from a record number of countries from all over the world - 90 countries.

Over time, the Forum has established itself as one of the main platforms for establishing international relations and concluding key diplomatic agreements. In 2018, 95 delegations of foreign Ministries of Justice, the Supreme and Constitutional Courts paid an official visit . The honored foreign guests of the Forum were 14 Chairpersons of the Constitutional Courts, 13 Chairpersons of the Supreme Courts, 16 Ministers and Deputy Ministers of Justice .

Representatives of the United Nations Commission on International Trade Law (UNISTRAL) , the European Bank for Reconstruction and Development , the UN Counter-Terrorism Directorate, the International Social Security Association, the Organization for Security and Cooperation in Europe (OSCE) , and the International Atomic Agency also took part in the business venue. energy (IAEA). More than 520 speakers, including outstanding professionals, legendary scholars, and unique experts in various fields of law, spoke at Forum events.

The innovation in 2017 was the International Bankruptcy Forum , a unique platform that brought together lawyers, banking community specialists, representatives of the legislative and executive authorities, and representatives of international organizations to discuss the improvement of insolvency law and its impact on the state investment climate, legal ways to regulate the financial crisis and other relevant bankruptcy issues.

46 organizers from 33 cities of Russia, the CIS countries and neighboring countries took part in the Legal Forum Live project - legal communities held their events under the SPBILF brand during the days of the Forum, the main program of which was an online viewing of the 7th SPLPF sessions.

SPBILF 2016

In 2016, St. Petersburg turned into the legal capital of the world on May 18-21 .

The Forum was attended by 3,750 people from 77 countries , over 77,000 in 58 countries followed the online discussion .

The business program [2] of the VI St. Petersburg International Legal Forum included more than 70 events. including the Plenary session “Trust in the law - a way to resolve global crises” [3] , the International Conference “Modern Constitutional Justice: Challenges and Prospects”, dedicated to the 25th anniversary of the Constitutional Court of the Russian Federation. presentations, lectures, debates in the Talk Show format, as well as discussion sessions, combined in seven thematic blocks:

Within the framework of the Forum, a number of interstate agreements were signed, the Best Work in Private Law Award was instituted, the SPBILF Award was presented for contribution to the development of legal integration in the Eurasian space , as well as the presentation of the Legal Forum Academy project [4] , an educational resource created under the auspices of SPBILF for professionals who value their time and are interested in gaining unique knowledge on the job.

An innovation of the 2016 Forum was the Legal Forum Live project [5] , which is a series of events accompanied by an online viewing of the discussion sessions of the VI SPBILF in more than 30 cities of Russia and the CIS. Thanks to the project, more than 2,000 representatives of the regional legal community were able to take a lively part in the discussions of the Forum.

By tradition, the Forum was held in the East wing of the Main Headquarters of the State Hermitage.

SPBILF 2015

The V St. Petersburg International Legal Forum was held on May 27-30, 2015.

The Forum was attended by over 3,500 delegates from 84 countries. The total audience exceeded the number of registered participants: more than 20,000 people from 60 countries followed the course of the discussion sessions on the Forum website.

The business program of the Forum 2015 included more than 70 events. A plenary session on the theme “The mission of law in an era of change” was held on May 27 in the East wing of the General Staff Building of the State Hermitage . Events at the Forum 2014 were covered by 424 media representatives from Russia and foreign countries specializing in law, politics and economics.

In 2014, the St. Petersburg International Legal Forum Prize "Contribution to the Development of Legal Integration in the Eurasian Space", established by the SPBILF Organizing Committee, was first awarded. The forum ended with a gala dinner in the Peter and Paul Fortress during the annual celebration of graduates "Scarlet Sails" - the only celebration in Russia included in the register of world event tourism and recommended for visiting in almost 20 countries of the European Union.

SPBILF 2013

The III St. Petersburg International Legal Forum was held from May 15 to May 18, 2013 [6] . Two and a half thousand participants from 63 countries of the world attended the forum, including 21 official delegations led by ministers and deputy ministers. A plenary session on the theme “Competition and cooperation of legal systems: the role of law in ensuring the development of society, the state and the economy” was held on the New Stage of the Mariinsky Theater. Events of the business program were represented by discussion sessions and satellite events, the format of which allowed participants to negotiate, exchange experiences with colleagues and establish new contacts. Round tables were held in the East wing of the General Staff building of the State Hermitage. The discussions were devoted to the widest range of issues in the field of law and business, politics and culture. One of the innovations of the business program of the Forum was the organization of topics in blocks in accordance with the main legal specializations. By tradition, a unique cultural program was organized for the guests of the Forum, designed to make their stay in one of the most beautiful cities in the world unforgettable: the participants saw two performances on the new and old stages of the Mariinsky Theater, attended more than 20 excursions, saw the “SNOW SHOW” of Glory Polunin.
