The coat of arms was approved on April 3, 2007 by decision No. 18 of the Assembly of Deputies of the Klyuchevskoye rural settlement [1] and entered in the State Heraldry Register of the Russian Federation under registration number 3261.

Emblem Description
βIn a azure field above a narrow, chipped silver extremity with a azure inner rim, there is a green mountain with three silver peaks, of which the middle one is lower than the others, and the right one above and spews scarlet flame with a silver stream of smoke inclined to the left that does not reach the upper edge of the shield; on top of the mountain is black, with a silver crown, shoulders and tail, and with golden eyes, a beak and paws, an eagle flying to the right with its wings spread and raised. β
The coat of arms of Klyuchevskoy rural settlement can be reproduced without a crown and with a status territorial crown . The version of the coat of arms with the territorial status crown is applied after the adoption by the State Heraldic Council under the President of the Russian Federation of the appropriate procedure for including images of status territorial crowns in the arms of municipalities.
Symbolism Description
The coat of arms of Klyuchevskoy rural settlement in the language of symbols and allegories reflects the geographical, historical, and natural features of the settlement.
The village of Klyuchi, located at the foot of the Klyuchevskaya Sopka volcano , has historically been the center of land in the middle reaches of the Kamchatka River . The first settlers were attracted by the abundance of flora and fauna, beautiful high banks, the presence of countless sources of crystal clear spring water, reflected on the coat of arms with a narrow azure, wavy ribbon.
Kluchevskaya Sopka, the largest volcano in Eurasia , is located 30 km from the village, people come to look at its greatness for tens of thousands of kilometers, so it is rightfully the hallmark of the municipality. The image of a volcano on the coat of arms reflects this landmark of a rural settlement.
The green field symbolizes alpine meadows, deciduous forests and a huge array of taiga around the village.
The silver tip of the shield symbolizes the largest water artery of the peninsula - the Kamchatka River, as well as all the numerous lakes and channels.
Since ancient times, people have been attracted by the presence of a vast valley created by numerous lakes and channels, which has a rich forage base and therefore is the most favorable habitat for fish, birds, animals. Therefore, at the beginning of its history to this day, the population of the settlement is focused on the use of near-water wildlife and fishing. The Steller's sea eagle has always been a "competitor" to humans, doing essentially the same hunt. This is a powerful, beautiful bird from the family of fish-eating eagles, an ancient and characteristic inhabitant of these places. On the coat of arms, the Steller's sea eagle symbolically reflects the rich fauna of Kamchatka . The figure of an eagle (eagle - sea eagle) is a multifaceted symbol. Eagle - symbolizes victory, strength, power. Thanks to sharp vision, the eagle is considered to be the personification of the All-Seeing Eye , Providence, and the wings of the eagle symbolize rebirth.
Azure is a symbol of exalted aspirations, sincerity, devotion, rebirth.
Silver is a symbol of purity, perfection, peace and mutual understanding.
Green color is a symbol of nature, health, life growth.
Gold is a symbol of wealth, harvest, stability, respect and intelligence.
Black color is a symbol of modesty, wisdom, eternity of being.

Coat of Arms History
On July 28, 2006, in Kliuchevskoye rural settlement, the results of the competition for the best project of the coat of arms of the municipality were summed up. The project of a resident of the village of Klyuchi, Yuri Fedorovich Buchurlin, was recognized as the best, in which it was depicted: the snow-white dome of the volcano Klyuchevskaya Sopka, above it a trail of smoke, in the foreground a Steller's sea eagle. At the bottom of the shield is the Kamchatka River. [2]
The description and justification of the symbols of the project of the coat of arms of the settlement were finalized with the participation of the Union of Heraldists of Russia .
