Biography
He was born on September 15, 1922 in the village of Merke, now in the Merken district of the Dzhambul region, in the family of a poor peasant. Kazakh He began his career at the age of 14. In 1939 he graduated from the Frunze Pedagogical College. He worked as a teacher of the Russian language at school, then became a Komsomol .
In 1942 he was drafted into the Red Army . Member of World War II . He graduated from a military school. Member of the Communist Party since 1944. He was a party organizer of a platoon, a battalion Komsomol, and a regiment Komsomol. After demobilization in 1946 he returned home.
Since 1946, at the Komsomol and party work. In 1946-1951 he worked as the first secretary of the Merken regional committee of the Komsomol, the secretary of the regional committee of the Komsomol, then the first secretary of the Dzhambul regional committee of the Komsomol of Kazakhstan. In 1954 he graduated from the Higher Party School under the Central Committee of the CPSU and defended his thesis.
In 1954-1958 he was elected first secretary of the Krasnogorsk, Merken District Communist Party of Kazakhstan.
In 1958-1959 - Chairman of the Executive Committee of the Dzhambul Regional Council of Workers' Deputies. In 1959-1965 - the first secretary of the Dzhambul regional committee of the Communist Party of Kazakhstan .
In 1965-1978 he was the first secretary of the Alma-Ata regional committee of the Communist Party of Kazakhstan. Under him, the development of the Akdalinsky and Shengeldinsky irrigated tracts in the Kurtinsky and Kapchagaysky zones near Almaty was started on a grand scale. Experience in the capital became for Askarov the basis for transformations in the new post.
In the spring of 1978, A. Askarov was appointed first secretary of the Chimkent Regional Committee of the Communist Party of Kazakhstan. Under him, TPP-3 was built in the city, multi-story buildings were built that adorned the center of Chimkent. The construction of the Gazalkent canal began in the region, the Keles massif was developed. Shimkent sights such as the zoo, arboretum, recreation area, Lake Tulpar, the children's railway and the hippodrome have appeared [6] . [7] .
By a decree of the Presidium of the Supreme Soviet of the USSR of February 22, 1982 for achieving high results and labor heroism shown in fulfilling plans and socialist obligations to increase the production and sale of grain and other agricultural products to the state in 1981, Askarov Asanbay was awarded the title Hero of Socialist Labor with the award of the order Lenin and the Gold Medal "Hammer and Sickle" :
About 30 years was elected as a deputy of the Supreme Soviet of the USSR , 7-11 convocations. In 1966-1986 he was a member of the CPSU Central Committee .
In 1985, Askarov was blamed for the construction of a number of unscheduled facilities in Chimkent, everything that was done under Asanbay Askarov, along with the party and Soviet authorities of the region and the city, was considered improper use of state funds, and the successes achieved in rural areas were considered postscripts [8] . Later - participation in the events of December 17-18, 1986 in Alma-Ata , then they were accused of receiving large bribes, removed from work and expelled from the party.
In 1987, he was arrested and convicted by a court of the Kyrgyz SSR, Askarov spent about five years in the detention centers of the Ministry of Internal Affairs and prisons in the city of Frunze (Bishkek). With the collapse of the USSR in 1991, Askarov was released after the intervention of the President of Kazakhstan N.A. Nazarbayev , and rehabilitated, all government awards were returned.
Until his last days, Asanbay Askarov remained an unbending communist. While retired, he wrote several books.
He lived in the city of Alma-Ata. He died on August 13, 2001 . He was buried at the Kensai cemetery in Almaty.
Rewards
He was awarded five Orders of Lenin, the Order of the October Revolution , two Orders of the Red Banner of Labor , the Order of Otan, and medals.

The ideas of socialism and communism have been developed by humanity itself. Only then did Marxists doom theory to ideology. People cannot eradicate the pursuit of justice. How expensive, especially now, at the time of the formation of the state, an understanding of responsibility to the nation. The state has embarked on a completely new development path for us. Consequently, abandoning socialism, it is necessary to prepare yourself for life under capitalism, accepting both the positive and negative sides of this social system. But capitalism is not a sweet fruit. This is a terrible phenomenon in the life of human society. At the same time, capital is a cult. The capitalist system is based on: the priority of private property, protected by law; the highest caste, that is, on millionaires and billionaires, for whom the government is simply an administration; to use the opportunities of underdeveloped countries through the export of capital. So, with this system there is a higher, middle and lower strata of the population. Becoming a millionaire is not so easy, easy and going broke. The capitalist system is a system of merciless struggle for survival. [9] [10]

Memory
In Almaty, on the house where A. Askarov has lived in recent years (Zenkova St. 96), a memorial plaque has been erected and the street is named after him. In the city of Shymkent (Chimkent), Askarov’s name is street and school number 77, as well as the Shymkent arboretum, on the house where he lived a memorial plaque, in December 2007, a museum and a monument to Asanbay Askarov were opened. His name is street in the city of Taraz.
A street was named after him in the Bostandyk district of Almaty (a turn from Sain Street towards the Kooptekhnikum).
