Biography

He came from Little Russian nobles, was born in 1787 (according to other erroneous data, in 1783). Received home education.

August 17, 1795 he was assigned to serve in the Yekaterinoslav Consistory, where in 1800 he received the title of clerk. From there, on June 5, 1800, he was transferred to the Sloboda-Ukrainian Consistory and on December 31, 1803, was promoted to college registrar , and then two and a half years later to the provincial secretaries .

On June 25, 1808, Vatsenko was assigned to the military field office of the Commander-in-Chief of the Moldavian Army Field Marshal Prince Prozorovsky . After the death of Prozorovsky, he continued to hold office with all subsequent commanders in chief and remained in the army until the end of the entire Turkish campaign . In August 1809 he was promoted to college secretary and two years later to become titular advisers.

With the introduction of the β€œinstitution of a large active army” in 1812, Vatsenko was appointed ruler of affairs of the chief of the General Staff of the Danube Army and held this position until 1824, during the Napoleonic Wars during all actions of the Russian army both in Russia and in Zagranichny camping trip . He was awarded the rank of 7th grade on January 29, 1813, promoted to military adviser on August 27, 1815, and granted the rank of 5th grade on November 11, 1819.

April 27, 1824 was appointed for special assignments at the head of the General Staff of His Imperial Majesty. In 1826, he was the clerk of a special committee to develop rules on the maintenance of state criminals in Siberia (these rules primarily concerned the Decembrists ), and the following year, on special instructions from Emperor Nicholas I, he was sent to Georgia with the chief of the General Staff as ruler of affairs. For this business trip he was awarded a diamond ring with a monogram image of the name of His Majesty. Since October 15, 1827 he was a member of the Committee for drawing up reporting rules for departments of the War Ministry.

On January 24, 1829, he was appointed a member of the Council of the Minister of War with renaming as state councilors and on March 19 of the following year he was appointed director of the office of the Minister of War, in which position he held until May 1, 1832, when he was dismissed from production as secret advisers and remained among the members Council of War Minister until its transformation.

January 1, 1833 Vatsenko was ordered to be present in the Governing Senate, in 1841 he was appointed as the first person present.

He died in St. Petersburg on the night of June 11-12, 1846, was buried in the aisle of the church of St. Trinity at the Smolensk Orthodox cemetery.
