Biography
Born in a cooper family. In 1829-1833 he studied law at home, then for many years he traveled for educational purposes. Since 1847, he taught law at the University of Copenhagen , since 1851 a professor.
With the introduction of the parliamentary system in Denmark in 1848, he turned to political activity and was elected deputy. In 1854, he took the post of Minister of Confession and Public Education in the office of Peter Bang . In this post, Hall managed to pass laws "on the termination of Sognebaandet" (attachment to the ground), on the establishment of public schools and on the destruction of the obligation of baptism. In 1857, in addition to this post, Hall headed the cabinet of ministers, and in 1858 he also took for himself the portfolio of the Minister of Foreign Affairs. After less than a three-month resignation in 1860, Hall again took the last two posts, and in 1861 he was also appointed to the responsible and difficult post of Minister for Holstein and Lauenburg. Negotiations were conducted with Sweden on the creation of a federal union of the Scandinavian states, in which power would be transferred to the Swedish king with a common parliament. In such a situation, the Duke Christian could receive compensation in Schleswig-Holstein. The Swedish government, however, was unable to agree on an alliance and the project remained unrealized.
With the transfer of the throne to Christian IX, Hall in 1863 resigned and did not hold any posts during the Danish-Prussian war . In 1870-1874, however, he again became the Minister of Confession and Public Education and contributed to the transformation of the teaching system in classical gymnasiums.
