Orlov, Igor Anatolevich

Igor Orlov was born in 1964 in Debaltseve of the Ukrainian SSR. He studied at the village secondary school ^[2] .

In 1987 he graduated from the Leningrad Institute of Aviation Instrument Engineering with a diploma in electrical equipment of aircraft and a diploma in qualification as an electrical engineer.

In 1987 he was admitted to one of the largest military factories specializing in ship repair and shipbuilding - the engineering company Zvyozdochka in the city of Severodvinsk . Initially, he worked as an electrician for the repair of electrical equipment.

From 1988 to 1991 - a process engineer, head of the Onega design and technological bureau sector in the same Severodvinsk . In 1991 he became the head of the department - the chief technologist.

From 1994 to 2008 he worked at FSUE Zvezdochka Ship Repair Center . First, he was the head of the department of an automated production management system (OASUP). In 1997 he was appointed Deputy General Director, Head of Division. Since 2003 - Deputy General Director, Head of the Department for Economics, Development, Pricing and Finance. Since 2004 - Deputy General Director for Economics and Foreign Economic Affairs.

In 2008 he moved to Kaliningrad , where he was appointed Deputy General Director, and. about. General Director, and a little later, General Director of JSC “Baltic Shipyard Yantar” . Worked at the enterprise until June 30, 2011

Since August 10, 2011 - First Deputy Executive Director for the production of an automobile assembly plant LLC Avtotor Holding in Kaliningrad . He was also the chairman of the Kaliningrad branch of the non-governmental organization Union of Russian Engineering Engineers.

Governor of the Arkhangelsk Region

On January 13, 2012, Russian President Dmitry Medvedev accepted the resignation from the post of governor of the Arkhangelsk region Ilya Mikhalchuk, and appointed Igor Orlov as acting governor ^[3] . The publication "Business Petersburg" noted that the appointment of Orlov was unexpected.

Soon, on January 31, President Medvedev proposed that the Arkhangelsk Regional Assembly of Deputies vest Igor Orlov with the powers of the governor ^[4] . On February 3, deputies approved Orlov as governor of the Arkhangelsk region for 5 years ^[5] .

Orlov’s powers expired in February 2017, but already in May 2015, Orlov resigned early and asked President Putin for permission to run again (in other cases, the law prohibits this). Putin gave permission and appointed Orlov Acting Governor before taking up office of the elected ^[6] . On September 13, 2015, the elections of the governor of the Arkhangelsk region were held , in which Orlov won with a result of 53.25% of the vote in the first round. The inauguration took place on September 24, 2015 ^[7] .

In November 2015, he supported the introduction of the Plato system , and called the protests of truckers against the introduction of the system "brainless." ^[eight]

In 2018, he supported the construction of the Ecotechnopark at the Shies station. It is planned to allocate up to 10 billion rubles from the Moscow budget for the project ^[9] . The media and a number of social activists claim that through his actions Orlov created a dangerous situation in the Arkhangelsk region and the neighboring Komi Republic ^{[10] [9]} .

On April 5, 2019, at a meeting with trade union leaders of Severodvinsk, he called his critics “all sorts of husks” ^[11] . This caused a flurry of criticism and demands to resign ^[12] .
