The course of events

On September 17, at 6 am local time, detachments of Chechen armed formations numbering from 60 to 400 militants attacked the city of Gudermes. The gangs were well armed and organized. Militants were well versed in the terrain and were aware of the location of the federal forces.

Initially, federal forces denied reports of an attack on the city [5] .

Russian troops had to use artillery and aircraft.

At 16:40, according to military intelligence, the militants controlled most of the city [6] .

September 18, the attack was repelled. The city was blocked, after which a thorough sweep was carried out.

Party Losses

The data on losses in the battles of September 17 are contradictory:

  • According to official figures, 15 militants killed. The Russian side lost 7 killed and 12 wounded.
  • According to Mayrbek Vachagayev, special envoy Aslan Maskhadov, 3 militants killed, 12 injured. The Russian side has several dozen dead and wounded.
  • According to Sergei Yastrzhembsky, Assistant to the President of Russia, 10 servicemen were killed, another 8 were injured.

Opinions and ratings

On September 18, 2001, the head of the republic, Ahmad Kadyrov, placed the responsibility for the fighting in Gudermes on federal forces:

I place all the blame on the power structures, both federal and those operating in the republic. The relevant authorities, responsible for ensuring the safety of the residents of Chechnya, must answer for what happened.

According to Kadyrov, he has at his disposal information that the militants who attacked Gudermes:

... entered the city by bus, and in the morning on Tuesday freely left the city.

The member of the State Security Committee Committee Anatoly Kulikov also spoke critically about the security forces: [7]

The initiative, unfortunately, was intercepted and is in the hands of bandits and terrorists.

Investigation

On September 24, 2001, five members of illegal armed groups suspected of armed attack on the city were detained [8] .

On February 14, 2002, a criminal case was initiated against them under Articles 208 (participation in illegal armed groups) and 222 (illegal carrying of weapons) of the Criminal Code of the Russian Federation [9] .
