Konstantin Ivanovich Globachev ( April 24 ( May 6 ) 1870 - December 1, 1941 , New York , USA ) - Russian police administrator, head of the Petrograd security department, major general. Brother of Colonel V.I. Globachev and Major General N.I. Globachev .

Biography

He graduated from the Polotsk Cadet Corps and the 1st Military Pavlovsk School in 1 category, two classes in the Nikolaev Academy of the General Staff in 2 categories.

He entered the service on September 1, 1888; from August 10, 1889, he was a second lieutenant; from 1890 - in the Kegsholm Grenadier Regiment , from August 10, 1893 - lieutenant. On May 6, 1900, he was promoted to captain of the guard with renaming as captains.

He was transferred to the Separate Gendarmes Corps from the same regiment on September 2, 1903. He held the following posts:

  • from September 30, 1903 - adjutant of the Petrokovsky Provincial Gendarme Administration,
  • from April 1, 1904 - in the reserve under the Baku Provincial Gendarme Administration,
  • from May 29, 1904 - in the reserve at the Grodno Provincial Gendarme Administration,
  • from September 5, 1905 - head of the Gendarme Office in Lodz and Lass counties. April 2, 1906 - awarded the rank of Separate Lieutenant Colonel Gendarmes. It was at the disposal of the Warsaw Chief Police Officer.
  • Since December 29, 1909 - Head of the Department for Public Safety and Order in Warsaw. April 18, 1910 awarded the title of Separate Corps of Gendarmes of the Colonel,
  • since November 20, 1912 - Head of the Nizhny Novgorod Provincial Gendarme Administration,
  • February 1, 1914 - Head of the Sevastopol Gendarme Administration,
  • Since February 11, 1915 - Head of the Department for the Protection of Public Security and Order in Petrograd.

On January 1, 1916, for the difference in service, the head of the Department for the Protection of Public Security and Order in the city of Petrograd, of the Separate Gendarmes Corps, Colonel K. I. Globachev, was promoted to major general, with seniority on the basis of S.V. P. 1869. VIII, 42.

V.F. Dzhunkovsky , who was in 1913 - 1915 the assistant to the Minister of the Interior and the commander of the Separate Gendarmes Corps, in his memoirs called Globachev “an excellent officer in all respects, well versed in the search case” [1] .

Revolution and Civil War

During the February Revolution, Globachev was arrested and imprisoned at Kresty Prison, and then at a guardhouse in the building of the former headquarters of the gendarmes corps. Four times interrogated by investigators of the Extraordinary Investigation Commission of the Provisional Government . Shortly before the October Revolution, he was released.

Once at large, Globachev made his way to Ukraine occupied by the Germans, where he got a job in the emerging Department of Sovereign Warta (police) , from where he transferred to a special department of General Kirpichev’s squad . After the occupation of Kiev on December 14, 1918, the troops of Petlyura Globachev fled to Odessa, which at that time was occupied by the French troops . With the French leaving Odessa in April 1919, Globachev was evacuated from there by boat to the Princes' Islands .

At the end of June 1919, Globachev left Constantinople for Novorossiysk , to the south of Russia , where he could not receive any assignment for a long time, and as a result went to work in the main supply department. In November 1919, he received an offer to take the post of chief of the Odessa Maritime Counter-Intelligence Region and went to Odessa, having arrived there in early December. With the abandonment of Odessa by Odessa, Globachev was evacuated to Sevastopol on January 25, 1920, where he filed a report on dismissal from his post, and on February 2 he left for Constantinople.

For some time in Constantinople, he was under the office of the representative of the Volunteer Army, General Lukomsky , where he was in charge of the passport department.

In exile

In 1923, Globachev left for the United States with his family, where he lived in New York. In 1930, Globachev was invited by A.M. Dragomirov to Paris to carry out counterintelligence work for the EMRO . Basically, his job was to test those who wanted to join the EMRO. By 1934, financial difficulties forced the EMRO to reduce costs and staff, Globachev lost his job and returned to the United States, where he worked as a commercial artist. He died on December 1, 1941.

He left the memoirs “The Truth About the Russian Revolution” [2] .
