Biography
Born in 1777, came from chief officer children.
He began his service as a private in the 3rd Field Moscow Battalion, which entered the formation of the Moscow Garrison Regiment in 1797. In 1801 he was transferred to the Polotsk Infantry Regiment as an auditor.
During the campaign of 1805 in Austria against the French, he was part of the Bennigsen corps. In 1808, he was appointed chief auditor to General Buksgewden and was awarded the honorary rank of 8th grade. In the same year he participated in a campaign against the Swedes ; was in the occupation of the cities of Loviza, Borgo , Helsingfors and Abo , as well as during the bombing and capture of the Sveaborg fortress . Upon appointment as Commander-in-Chief of the Finnish Army, Barclay de Tolly was transferred to his headquarters.
From March 15, 1810, he was under Count Steingel , who in 1812 operated on against the Napoleonic forces in the Baltic region, and participated in several battles with the French; for distinctions granted ranks of the 7th and 6th grade and the Order of St. Anne of the 2nd degree.
May 13, 1818 was appointed head of the 3rd branch of the Inspection Department of the General Staff of His Imperial Majesty with production in the 5th grade. In 1820, Svirin was appointed vice director of the Provincial Department of the Ministry of War, at the same time became a member of the Committee for Provincial Affairs, and on January 1, 1825 he was promoted to the rank of 4th grade. On August 12, 1827, after the dismissal of the head of the Provincial Department, A. I. Abakumov , Svirin was ordered to manage the department until his special appointment and was determined to carry out maintenance according to the salary of the director (Provincial General); in this position, he also became a member of the Council of War Minister . At the same time, Svirin took over the chair of the Committee on Provincial Affairs.
The management of Svirin’s provision was not long: a year and a half later, he applied for dismissal from service due to weakness from a sick condition and old age. His request was partially granted: on January 26, 1829, he was dismissed from the management of the Provisions Department (in this capacity and in the Council of War Minister Svirin was replaced by G. A. Tsimbalistov , who had previously corrected the position of vice director of the department under him), but retaining the post of chairman in the Committee of Provincial Affairs.
However, already in 1830, the Committee of Provisions was abolished, and Svirin was identified as a special official under the Provisions Department. In 1832, he resubmitted his resignation and on June 7, 1832, was dismissed from service with a pension.
Further information about his life is not available.
