Biography and Proceedings
He studied at the Kiev and St. Petersburg universities in law faculties. As a student, he published the first volume of “Tales of Foreign Writers of the 16th Century on Russia” (1841), in Latin ; it was followed by a second, under the title: “Historiae Rathenicae Scriptores exteri saeculi XVI” (1842). He translated the Russian trade charter into French , made an extract from Russian laws on foreigners (“Die russischen Gesetze Auslander betreftend”), collected in the Berlin public library a collection of portraits and autographs of various historical persons, part of which was published under the title “Galerie slave” ( 360 Slavic figures, biographies), sought communiques Brandenburg envoys of Russia in the XVII century, copies of which were received in the archives of the Ministry of foreign Affairs , made a detailed catalog of Russian and foreign materials for the history of Russia and extracted from archives and libraries in Western Europe.
Since 1843, Starchevsky was an employee of the Journal of the Ministry of Public Education on historical criticism and Slavic ethnography and philology ; compiled the grammar of ten Slavic dialects (in the manuscript) and printed: “Literature of Russian history from Nestor to Karamzin” (“ Finnish Bulletin ”), “On the merits rendered by State Chancellor N. P. Rumyantsev ”, “Life of N. M. Karamzin ” ( St. Petersburg , 1845). In 1848-1853 Starchevsky edited the " Reference Encyclopedic Dictionary " of the printing house of K. Kraya (12 volumes; the first completed dictionary in Russian ); in the 1850s, he was the second editor of Senkovsky 's Library for Reading .
In 1856, he transformed the “ Son of the Fatherland ” into a cheap weekly newspaper. Its success was enriched by the publisher-editor, but 13 years later he had to abandon the publication of the newspaper. After an unsuccessful attempt to resume the Northern Bee , Starchevsky became the editor of the Son of the Fatherland, acquired by Uspensky, a flour merchant, but, despite the enormous work for seven years, he could not return the newspaper to a small part of its previous success. In 1879-1885, Starchevsky also edited Modernity, The Beehive, Echo, and Homeland.
A rather extensive department of his works is made up of various translators from Eastern languages, Sputniks, Tolmachi, and similar works on Central Asia , the Caucasus , Turkey , India and other countries, some of which were published in several editions. His last major work is “The Dictionary of the ancient Slavic language, compiled according to the Gospels, Mikloshich, Vostokov and Berednikov according to Ostromirov” (St. Petersburg, 1899). Between his journal articles stand out:
- The Great Thought of Catherine II (The Historical Bulletin , 1885, No. 7);
- “Memoirs of the Old Writer” (Historical Bulletin, 1888, 10; 1888, 10; 1890, 8; 1891, 8.9; 1892, 10.11);
- “The novel of a forgotten novelist” (“Historical Bulletin”, 1886, No. 8 and 9);
- “ Dudyshkin Stepan Semenovich . One of the Forgotten Journalists ”(Historical Bulletin, 1886, No. 2).
