Biography
Born on January 5, 1785 (according to other sources, in 1779 or 1780), came from noblemen.
On April 3, 1795 he entered the service of the Mogilev Roman Catholic spiritual consistory as a sub-clerk; in August 1798, he was renamed clerical, and on October 3, 1799 he was transferred to the position of clerk in the former Roman Catholic department of the Justits College, where on December 31, 1801 he was promoted to collegiate registrars .
On December 11, 1802, after that, the application was dismissed from the department and entered the committee for a superficial review of cases on all complaints submitted to the ruling Senate. When the committee finished all its affairs, Noinsky was transferred on October 17, 1804 to the interim appellate department of the Governing Senate as a supervisor. December 31 of the same year produced in the provincial secretaries . Following the abolition of temporary departments of the Senate in 1805, on February 15, he was appointed to the department of the Ministry of Justice. Here he corrected the position of translator in the drafting commission, in October 1807 he was sent to the secret adviser Teils for instructions on the education of the Bialystok region, and from there next year to Brest-Litovsk to help the state councilor Shcherbinin , who carried out the investigation of the prohibited goods transported through customs . December 31, 1806 was promoted to titular advisers .
On July 29, 1808, he was appointed assistant to the head of the 1st expedition of the department of the Ministry of Justice; December 31, 1810 promoted to collegiate assessors .
November 30, 1812 Noinsky was appointed provincial prosecutor of the Voronezh province , which position and held more than three years. On the proposal of Senator Khitrovo , who had audited the Voronezh province in 1815, Noinsky was appointed to the court councilors on April 29, and on December 12 transferred to the newly established office of the duty general of His Imperial Majesty's headquarters. From now on, the whole service of Noinsky was devoted to the military department.
March 3, 1816 he was appointed governor of the office; December 12, 1819 promoted to military advisers; August 30, 1823 awarded a diamond ring; February 7, 1824 promoted to the rank of the 5th class; in April 1825, he was again granted a diamond ring with a Venzele image of His Imperial Majesty; August 22, 1826 produced in the rank of the 4th class.
In 1828, when part of the office of the Chief of the General Staff of His Majesty was sent on a campaign against Turkey , Noinsky managed the part that remained in St. Petersburg , at the same time fulfilling the duties of the office of the duty general. From January 24 to March 27, 1829 he corrected the position of director of the office of the Military Ministry, for which he was again granted a diamond ring with the monogram of His Majesty. From April 5, 1829, Noinsky was a member of the Council of the Minister of War and at the same time was the chairman of the Construction Commission under the Minister of War. February 28, 1830 appointed General Auditor of the General Staff.
Upon the transformation of the Council of the Minister of War into the Military Council, it was left to the staff, leaving the post of general auditor. April 18, 1837 promoted to secret advisers .
At the position of auditor-general Noinsky was until 1852. He died on March 22, 1853, and was buried in the chapel at the cemetery of the village of Gorodovik, Porkhovsky district .
