Latvian Code of Administrative Offenses Latvijas Administratīvo pārkāpumu kodekss is a codified normative act regulating responsibility for many administrative offenses and the administrative proceedings. Adopted on December 7, 1984 as the Code of the Latvian SSR on Administrative Offenses.
The European Commission to Combat Racism and Intolerance noted that the wording of a number of violations, including “disrespect for the state language”, allows for potentially arbitrary use [1] .
