Kashin, Vladimir Ivanovich

He graduated from the Ryazan Agricultural Institute (1971) ^[1] .

In 1976 he defended his thesis, after which he headed the department of meadows and pastures of the Dedinovo experimental station. Since 1980, he was the director of the Moscow selection station ( Uzunovo village) ^[2] .

In 1985-1991 First Secretary of the Silver-Prudskiy District Committee of the CPSU. He was elected as a deputy of the Moscow Regional Council of People’s Deputies ^[3] .

From September 7, 1990 to February 14, 1993 a member of the Politburo and Secretary of the Central Committee of the Communist Party of the RSFSR .

In 1991, he took the post of director of the Scientific Research Zone Institute of Horticulture of the Non-Black Earth Band (NIZISNP; on December 8, 1992 it was renamed the All-Russian Selection and Technology Institute of Horticulture and Nursery , VSTISP) ^[4] . He left this post after being elected as a deputy of the State Duma of the Russian Federation in 2003. His activities at the head of WSTISP contributed to the transformation of this institute into a major scientific center for horticulture of federal significance. Under the leadership of V. I. Kashin, VSTISP created more than 80 new varieties of fruit and berry crops, developed 18 new methods, 15 industry standards for planting material, and received about 150 copyright certificates for inventions and patents ^[3] .

In 1992-1993 he took part in the reconstruction of the Communist Party .

In 1994 he defended his doctoral dissertation on the topic “Sustainability of Russian Gardening” ^[5] .

In 1995-1997, the chairman of the committee of the Central Committee of the Communist Party on agricultural issues.

On February 19, 1997, he was elected an academician of the Russian Academy of Agricultural Sciences (RAAS) in the department of crop production. After the merger in 2013, the Russian Academy of Agricultural Sciences and the Russian Academy of Sciences (RAS) became (since September 30, 2013) the last academician in the department of agricultural sciences (plant growing, plant protection and biotechnology section) ^[6] . On December 2, 2007 he was elected as a deputy of the State Duma of the Federal Assembly of the Russian Federation of the fifth convocation on the list of the Communist Party, was a member of the Communist Party, deputy chairman of the State Duma Committee on Natural Resources, Environmental Management and Ecology.

On December 4, 2011, he was elected to the State Duma of the Federal Assembly of the Russian Federation of the sixth convocation on the list of the Communist Party, a member of the “Communist Party” faction, chairman of the State Duma Committee on Natural Resources, Environmental Management and Ecology.

Speaking at the State Duma of the Russian Federation on September 22, 2015, V. I. Kashin critically assessed the results of reforms carried out in Russia over 25 years: “We see the result - society is divided into beggars and super-rich, industry and the village are destroyed, education and healthcare are practically inaccessible. , beggarly wages and pensions, people are stifled by taxes and requisitions, and the "invisible hand of the market" raked the last pennies out of pockets. More than 23 million of our citizens have an income below the subsistence level, and their number continues to grow. About 60% of the places in universities are paid. Approximately 48% of healthcare costs are also borne by the public. There is a massive closure of medical institutions and a reduction in doctors ” ^[8] .
