Content
History
In 1906 , when Azerbaijan became part of the Russian Empire, authorities established checkpoint No. 25 in Baku . A 4-person chamber was responsible for checking decimal weights and weights. In 1909, the first checkpoint for electricity meters in the empire was created in Baku . In 1926, the Soviet authorities of Azerbaijan ordered the population to mandatory check the electricity meters that were installed throughout the country. In connection with the development of the oil industry in Azerbaijan, the need for accurate readings has attracted increasing attention of the authorities and the use of measuring instruments has increased. In 1931, the Standardization Bureau was created to check and approve the length and weight of measuring instruments and new laboratories were opened throughout the country.
In 1966, a standardization committee was opened and functioned under the jurisdiction of the Cabinet of Ministers of the Azerbaijan SSR . Large laboratories in Ganja and 39 temporary checkpoints were part of the committee . In 1970, the committee was reorganized and became the organ of the State Standard of the USSR of the Azerbaijan SSR . After the restoration of independence of Azerbaijan, standardization and metrology in the republic are currently regulated by the Center for Standardization and Metrology under the Cabinet of Ministers of Azerbaijan (AzGOST), created in 1992. On December 27, 2001, President Heydar Aliyev signed Decree No. 623 on the establishment of the State Agency for Standardization, Metrology and Patents (AZSTAND). On November 19, 2008, the agency was transformed into the State Committee for Standardization, Metrology and Patents in accordance with Presidential Decree No. 53. [2] [3]
On June 13, 2013, the Government of the Republic of Azerbaijan adopted the Law “On ensuring the uniformity of measurement”. [four]
On April 20, 2018, President of the Republic of Azerbaijan Ilham Aliyev signed an order to modernize management in the field of control over the domestic market, normalization, metrology and protection of federal property. According to the decree, the State Committee for Standardization, Metrology and Patents of the Republic of Azerbaijan was subject to abolition. [five]
Responsibilities
The duties of the Committee include:
- protect and safeguard industrial property [6]
- implement government policy in the field of normalization, licensing, as well as metrology of industrial property [7]
- guarantee the integrity of measuring instruments
- contribute to scientific and technological progress
- control imported (imported) and exported (exported) goods [8]
Structure
The main functions of the Committee are the implementation of the state policy on standardization, metrology, certification and protection of industrial property; preparation and implementation of government programs, research in the field of metrology and standardization, organization of protection of industrial property; updating documents in the field of standardization, metrology, certification in order to increase the competitiveness and quality of goods and services produced in Azerbaijan , ensuring state control over the compliance of imported and exported goods and services with the requirements of standards , metrological rules and norms, certification rules and protection of industrial property objects, accreditation of test centers.
Azerbaijani standards are registered by AZSTAND and have the abbreviation of gas stations. Regional standards ( GOST ) adopted by the Interstate Council for Standardization and Certification of the Commonwealth of Independent States ( CIS ) are also used.
The structure of the Committee includes the following departments:
- Metrology Department of the Central Office
- State Metrology Service
- Department of the State Control Service for streamlining and normalization in technical terms
- Center for Experiments and Testing (AzTEST)
The structure of the State Metrology Service includes these units: [9]
- sector of design and development of standards;
- sector of constitutional metrology;
- sector of government standards of force and pressure;
- sector of government standards for concentration and viscosity;
- government temperature standards sector;
- sector of government mass standards;
- sector of government standards for galvanic quantities;
- sector of government standards for range and time;
- government dosimetric standards sector;
- sector of reference prototypes of gas mixtures;
- sector of finance and economy. [four]
External Relations
On November 28, 1992, Azerbaijan joined the Organization for Economic Cooperation (ECO).
The Committee works closely with the World Intellectual Property Organization (WIPO). Since 1995, Azerbaijan has been a party to eight WIPO conventions, international treaties and agreements in the field of protection and protection of industrial property:
- Convention on the Formation of the World Intellectual Property Organization
- Paris Convention for the Protection and Protection of Industrial Property
- Patent Association Treaty
- Madrid Agreement Concerning the International Registration of Marks

On July 1, 2003, the State Committee acquired full membership of the International Organization for Standardization (ISO)
In 2007, an agreement was signed between the State Committee for Standardization of the Republic of Belarus and the State Committee for Standardization, Metrology and Patents of the Republic of Azerbaijan on cooperation in the field of normalization, metrology, and accreditation. [ten]
In spring 2008, a similar agreement was concluded between the State Committee for Standardization, Metrology and Patents of the Republic of Azerbaijan and the Ministry of Economy of the Republic of Lithuania . [eleven]
