The State Property Committee of Azerbaijan ( Azerb. Azərbaycan Respublikasının Əmlak Məsələləri Dövlət Komitəsi ) is the central executive body, which carries out the functions of developing state policy and legal regulation in the field of state property management, its privatization by the state, maintaining the state registry, attracting investments, and a single real estate cadastre in Azerbaijan. A government agency within the framework of the Cabinet of Azerbaijan , responsible for the regulation of property issues and policies in the Republic of Azerbaijan . Since May 19, 2009, the Ministry is headed by Kerem Hasanov [1] .

History
The State Committee for Property Issues of the Republic of Azerbaijan was established by Decree of the President of the Republic of Azerbaijan dated May 19, 2009. The Decree of the President of the Republic of Azerbaijan dated June 24, 2009 approved the Regulation on the State Committee on Property Issues. The Charter of the Committee was amended by Decree 516 of May 04, 2015 [2] , as well as a list of structures and subordinate organizations of the Committee.
In December 2018, the committee launched the first official address portal of Azerbaijan www.unvanportali.az [3] .
Structure
The committee is headed by its chairman, two vice-chairmen and the head of administration.
Subordinate to the Committee:
- Office of the State Committee of the Republic of Azerbaijan for Property Issues
- Service of the State Register of Real Estate under the State Committee of the Republic of Azerbaijan for Property Issues
- Center for organizing auctions at the State Committee of the Republic of Azerbaijan for Property
- Territorial offices of the State Committee of the Republic of Azerbaijan on property issues.
Also included:
- Center for Real Estate Cadastre and Technical Inventory
- Center for Information Technology and Information Management
- Territorial offices of the State Real Estate Register Service under the State Committee of the Republic of Azerbaijan for Property Issues
- Center for the management of production and service enterprises.
The Committee carries out its work together with central and local executive authorities of the country, as well as international and non-governmental organizations, local authorities, other legal and physical persons. The costs of maintaining the Committee are financed from the state budget of the Republic of Azerbaijan
The main activities of the Committee
- participates in the formation and implementation of state policy in the field of state property management, its privatization, investment mobilization, state registration of rights to real estate
- manages and disposes of state property located in the Azerbaijan Republic and beyond its borders, takes appropriate measures to increase the productivity of state property management in accordance with the established law;
- conducts registration of state property, draws up an account of concluded contracts, arranges an inventory of state property;
- carries out privatization of state property, including state land and housing stock;
- attracts investments in state-owned enterprises open for privatization, arranges events to prepare for privatization and improve state-owned enterprises;
- supports the development of enterprises privatized by law;
- takes certain measures in the field of strengthening enterprises, controls the attraction of investments by new owners after their privatization in state enterprises;
- maintains and maintains the state register of real estate, establishes state registration of property rights and other rights to real estate;
- provides maintenance of the address register of real estate and a unified cadastre, provides addresses to real estate objects;
- ensures the conduct of the necessary inventory work to establish property rights and other rights to real estate and the preparation of certain technical documentation, determine the plan and calculate the size of land under the law;
- organizes the valuation of real estate, including buildings in accordance with the established law;
- actively participates in other areas in the manner prescribed by law.
