State Agency of Civil Aviation of Azerbaijan

The State Civil Aviation Agency of Azerbaijan was established on January 12, 2018 ^[3] on the basis of the State Civil Aviation Administration ^[4] , established by Presidential Decree No. 512 of December 29, 2006 with the aim of regulating and improving civil aviation in Azerbaijan and developing cooperation in the field of international aviation ^{[5] [6]} .

The State Civil Aviation Agency in its activities is guided by the Constitution of the Republic of Azerbaijan , Laws of the Republic of Azerbaijan, presidential decrees and orders, decrees and orders of the Cabinet of Ministers, international treaties to which the country is a party, requirements of civil aviation international organizations, as well as the Regulation on the State Civil Aviation Agency of Azerbaijan Republic , which was approved by the President by decree of May 22, 2 018 years (previously the Regulation on the State Administration of April 20, 2007) ^[7] .

The agency organizes its activities directly through the central apparatus and state entities of civil aviation.

The agency is headed by its director and two deputy directors. Administration staff totals 49 people. The structure of the Agency consists of the Aviation Security Division, the State Licensing Register, the Department of International Relations and the Financial and Economic Department. The Office of the Higher Attestation Commission and the Commission for Certification and Licensing of Civil Aviation Entities are subordinate to the agency.

The main functions of the Civil Aviation Administration

• formation of the policy of the Republic of Azerbaijan in the field of civil aviation and guarantee the implementation of this policy,
• safety monitoring of civil aviation aircraft,
• monitoring the safety and environmental protection of emissions caused by civil aviation,
• implementation of regulatory standards in the field of aviation, taking part in cooperation with relevant international organizations, as well as aviation institutions of foreign countries,
• the necessary certification of all civil aviation enterprises in the country in accordance with state and international standards and requirements,
• granting permits for civil aircraft of other states for regular as well as charter operations within the territory of the country,
• supervision of civil aviation enterprises,
• promotion of competition in the air transportation market,
• civil aviation incident research
• providing proposals to the Cabinet of Ministers of Azerbaijan on the construction, opening or closing of airports and air traffic in the country.

The Agency is also actively working to prevent illegal operations of air transport in the country.

Agency Major Tasks

The Regulation on the State Civil Aviation Agency of the Republic of Azerbaijan establishes the main tasks assigned to the agency. These include:

• implement regulatory regulation in the field of civil aviation;
• ensure the implementation of government programs in the relevant field;
• regulate the activities of other civil aviation authorities existing in the country;
• to negotiate and sign international treaties, as well as implement these international treaties;
• guarantee scientific and technological achievement in the field of civil aviation;
• guarantee the rational use of budget funds allocated for civil aviation
• guarantee informing the public about the activities of the administration;
• consider complaints and statements related to the activities of the agency and take certain measures;
• participate in the development of the concept of state policy in the field of security in civil aviation;
• explore the financial and economic condition of civil aviation items;
• take certain measures to improve the efficiency of civil aviation entities;
• provide information, air navigation, meteorological and telecommunication services in the airspace of the country;
• keep a state register of local aircraft, civil aviation entities, aviation personnel, airfields;
• develop tariffs and fees in the field of international transport
• in the event of an emergency, carry out mobilization training in civilian aviation institutions, etc.
