National Archival Administration of the Republic of Azerbaijan

The National Archival Administration of the Republic of Azerbaijan is the central executive authority created on the basis of the Main Archival Administration under the Cabinet of Ministers of the Republic of Azerbaijan by Decree of the President of the Republic of Azerbaijan Heydar Aliyev dated December 2, 2002 No. 816 "On Improving Archival Work in the Republic of Azerbaijan" and implementing state policy in areas of archival work.

The regulation on the National Archival Administration was approved on September 27, 2003 . The Department ensures the implementation of state policy in relation to updating and maintaining national archives through its direct activities in the field of acquisition and preservation of documents, as well as through its regional chapters and national archives of the Nakhchivan Autonomous Republic of Azerbaijan. The activities of the Office are financed from the state budget. The Department is headed by a head appointed to the post and dismissed by the President of the Republic of Azerbaijan.

History

The organization of archiving in Azerbaijan was initiated by the decree "On the establishment of the Unified State Archival Fund and the creation of the Central State Archive under the People's Commissariat for Education", adopted on December 6, 1920 at a meeting of the Azerbaijan Revolutionary Committee, chaired by Nariman Narimanov . In accordance with the decree, all archives of former and existing institutions were included in the Unified State Archival Fund. Nevertheless, the affairs of institutions, organizations and enterprises completed by April 28, 1920, which existed in the past in Azerbaijan, should have been transferred to the Central State Archive. Starting its activity in Baku in January 1921, the Central State Archive of the Azerbaijan SSR was the first state archive in the Caucasus [2] .

In August 1922, the leadership of the Central State Archive was assigned to the Presidium of the Central Executive Committee, which contributed to increasing the authority and role of archival bodies. The formation of local archival institutions began. On December 13, 1925, the Central Archive of the Nakhchivan Autonomous Soviet Socialist Republic was created.

On April 19, 1930, the Presidium of AzCik approved the provision on the Central Archive Administration of the Azerbaijan SSR. The Central Archival Administration was entrusted not only with the tasks of concentration, systematization, storage of documents, but also with the organization of scientific research and the use of archival documents in the interest of facilitating the fulfillment of the tasks of political, economic and cultural construction. In April 1930, two central state archives were created: the Central State Archive of the October Revolution (with a photo department) and the Central State Historical Archive , as well as a network of state and departmental archives.

In the thirties, archival departments were created in some cities and regions of the republic to protect and use archival documents in places that later became city and district state archives.

From 1938 to 1960, the archival service in Azerbaijan, as well as throughout the Soviet Union, was subordinated to the People’s Commissariat of Internal Affairs (later the Ministry of Internal Affairs) and for this reason the archives turned into essentially closed institutions, which greatly complicated the conduct of research work and in General use of archival documents.

In 1960, the archival service of Azerbaijan, like other republics of the former USSR, was reassigned to the Council of Ministers. From 1963 to 1982, there was an improvement in the structure of archival institutions, as well as a reorganization of the network of state archives. In 1966, the Central State Archive of Literature and Art of the Azerbaijan SSR was created . In 1968-1969 The Central State Archive of Sound Records of the Azerbaijan SSR and the Central State Archive of Scientific, Technical and Medical Documents of the Azerbaijan SSR. Archives of branches in 15 cities and regional centers have been created, and 50 regional state archives are converted into archives of variable content, which carry out temporary storage of documents [2] .

After the collapse of the USSR, the Archive of Political Parties and Social Movements of the Republic of Azerbaijan was created on the basis of the former Central Party Archive by the decision of the Cabinet of Ministers, which was transferred to the system of the Main Archival Administration of Azerbaijan.

In 1996, the Main Archival Directorate under the Cabinet of Ministers of the Azerbaijan Republic became a full member of the International Archival Council under UNESCO . The Azerbaijani archives, as well as the archives of countries within the Commonwealth of Independent States , have established extensive contacts with the archives of several neighboring countries, in particular with the archives of Turkey and Iran [3] .

Archival system of the Republic of Azerbaijan

Currently, the archival system of the Republic of Azerbaijan includes 6 state archives of republican significance, 15 branches of state archives, state archives of the Nakhchivan Autonomous Republic, as well as 55 regional and city state archives, which are subordinate to the National Archival Administration.

The system of the National Archive also includes a special laboratory for the restoration of documents.

In June 1999, the Milli Majlis adopted the Law of the Republic of Azerbaijan “On the National Archival Fund”, which was signed by the President on June 22, 1999 [4] .

On July 27, 1999, the President of the Republic of Azerbaijan issued a decree on the application of the Law of the Republic of Azerbaijan “On the National Archival Fund”. The decree defines specific tasks for the Cabinet of Ministers and other executive bodies for the fulfillment of obligations arising from the Law. In accordance with this Decree, the Cabinet of Ministers of the Republic of Azerbaijan was instructed to approve new rules and regulations for regulating issues arising from the Law on Archives, to determine the salaries of employees of state archives in the manner prescribed by law, as well as within their competence.

The law clearly defined the tasks of the state in the field of archival work: “Formation and implementation of state policy in archival activities; definition of common principles for the organization of archiving; monitoring compliance with the rules of accounting, storage, registration and use of archival funds; State guarantee for the protection and development of archives; training of archival personnel; archival funds and records of the state archival fund, accounting, protection, use and regulation of property issues related to these documents, strengthening the material and technical base of archives; regulation of issues related to the temporary transfer of documents of the archive fund from the Azerbaijan Republic; (their copies), bringing to the state archive of the Azerbaijan Republic documents stored in the archives of foreign countries, reflecting the material and spiritual life of people belonging to the history and culture of Azerbaijan, their accounting and protection ” [5] .

Archival documents on the territory of the Republic of Azerbaijan are included in the National Archival Fund regardless of the source of origin, place of storage and property. State archival funds and archival documents are the state part of the National Archival Fund. Non-governmental archival funds and archival documents are a non-governmental part of the National Archival Fund.

In accordance with the Decree of the President of the Republic of Azerbaijan dated July 27, 1999, the rules of the National Archival Fund, their protection and use are determined by the norms approved by the Cabinet of Ministers of the Republic of Azerbaijan [4] .

The National Archival Fund includes legislative acts, documents of organizations operating earlier and currently on the territory of the Republic of Azerbaijan, documents of the judicial and prosecutor's offices; statistical, scientific, technological, regulatory and technical, patent, cartographic documents, films, photographs, phonograms, video materials, design works and architectural projects; manuscripts, books and brochures of special significance, periodicals; works of art, scientific, literary and musical works; documents of party, public and non-governmental organizations; diaries, memoirs, letters and other personal documents.

The law establishes that in the Republic of Azerbaijan state, public, religious and other organizations and citizens have the right to create archives in accordance with the rules established by law. These archives form the National Archival Fund of the Republic of Azerbaijan.

The National Archival Fund in Azerbaijan is formed from archival documents of legislative and executive authorities; judicial authorities; military units and subunits, military educational institutions; local government bodies; management, enterprises and organizations in industry, construction, agriculture and other sectors of the economy; science, culture, health, education and sport; Media and publishers; joint ventures, public associations, political parties and religious organizations operating in the Republic of Azerbaijan in accordance with the law; non-governmental organizations, organizations and enterprises; Diplomatic missions of the Republic of Azerbaijan in foreign countries and international organizations, other departments, enterprises and organizations; Archives of citizens of the Republic of Azerbaijan.

In accordance with this law, the procedure for including, destroying or destroying archives, archival funds and collections of documents in the National Archival Fund is determined by the National Archival Administration of the Republic of Azerbaijan on the basis of rules approved by the Cabinet of Ministers of the Republic of Azerbaijan. Archival documents and collections of documents of the National Archival Fund, which have a special historical and cultural value, are considered rare documentary monuments. The law also requires that the destruction of documents is not permitted without examining the value of the documents of the National Archival Fund or in violation of the rules for the examination.

According to the law, the state part of the documents of the national archival fund is protected as state property. Documents owned by the state cannot be the subject of contracts for the purchase or sale of a form of ownership or can only be used in the manner prescribed by law [6] .
