In 1953-1956 he studied at the Leningrad Institute of Refrigeration Industry, but left him, disappointed in the profile of this university. He graduated in absentia from the Leningrad Financial and Economic Institute (1962), studied with L. Cantor .

He worked (from 1968) at the Leningrad Laboratory of the Research Institute for Pricing (head from 1983 to 1994).

In 1988, as a part-time professor, he began teaching at the pricing department of the Leningrad Financial and Economic Institute. At this time, a course of microeconomic analysis called “Pricing” began to be taught there. In 1988, the rotary print guide “Prices and Pricing in the USSR” was published, one of the authors of which was Halperin. The manual covered four topics of a standard course in microeconomics at an intermediate level. Halperin independently mastered microeconomics for a decade and a half, studying foreign literature in the special library of the Public Library.

He was a member of the editorial board of the journal Economic School . Professor at the Higher School of Economics (1994-1996) and the European University (1996-1999; St. Petersburg ).
