Carlos Calvo
The Doctrina Calvo doctrine , named after its author, Argentine historian and publicist Carlos Calvo , is the Latin American principle of international law , which establishes that persons residing in foreign states should arise when legal conflicts (including debt) arise to the local judiciary, without resorting to pressure on their government to impose diplomatic and military sanctions against the country concerned. This principle is enshrined in a number of Latin American constitutions .
The doctrine was later expanded to become the Drago Doctrine .
