“The shield is lowered twice and crossed at the head; in the upper azure (blue, blue) part, a scarlet (red) ball arising widely bordered with gold; over the edge of the rim is a silver gull flying to the right, with wings raised; the middle part is green; in the lower black part - 12 low black waves, completed with silver, disperse in pairs with the high and low waves in each pair; on top of everything is a gold ladder on four steps, set on a black tip and resting with its upper end on the edge of the scarlet disc. ”
Description of the symbols of the coat of arms
The central figure of the coat of arms is the golden staircase - an allegorical image of an oil rig , showing the oil and gas producing and oil and gas processing industries, developed in connection with the discovery of the oil field in 1880 , near which the village of Okhe grew (later Okha). The modern city of Okha is a major center of the oil and gas industry of Sakhalin .
Black color symbolizes prudence, wisdom, peace.
The ball (disc) allegorically shows the sun - a source of heat, peace and harmony and reflects the geographical location of the Okha District in the northeastern part of Sakhalin Island - the edge of the first sunrise in Russia.
The seagull is a symbol of the coastal strip.
Silver in heraldry is a symbol of perfection, nobility, purity, faith, peace.
The green color in heraldry symbolizes life, abundance, rebirth.
Azure in heraldry is a symbol of sublime aspirations, thinking, sincerity and virtue.
Gold symbolizes wealth, justice, respect, generosity.
Red color in heraldry symbolizes work, life-affirming force, courage, celebration, beauty.
The black extremity from the wave is a stylized ornament of the indigenous peoples of Russia - Nivkhs , direct descendants of the oldest population of Sakhalin Island.

History of coat of arms
The emblem of the city of Okha, approved on August 9, 1993, became the prototype of the coat of arms of the Okha district. The Union of heraldry of Russia made a heraldic refinement of the color range of the coat of arms without changing its design.
At various times, coat-shaped souvenir badges with the emblem of the city of Okha were produced.
The badge, released in 1969, depicts: a heraldic shield dissected by blue and silver; on top of the whole is a golden oil rig; in the spike-shaped azure silver-edged tip of a golden fish ; in the scarlet chapter - the name of the city in gold.

In 1983, the following emblem appeared in the general series of coat-of-arms badges of the Sakhalin region: In a blue with a blue shield on a background of green mountains, four golden masts of repeaters , accompanied by a silver disc at the top, burdened with an eight-pointed gold star, on the right - a silver contour of Sakhalin Island with a dotted location cities, to the left - the silver contours of the Kuril Islands . The head of the shield is blue-red (of the colors of the RSFSR flag ) with a golden sickle and a hammer and a star on the scarlet part, followed by a convex scarlet ribbon with the name of the city in the bottom.
In 1994, another souvenir emblem-like emblem was released: the shield was azure-green with a silver-azure-scarlet head, on which the name of the city is gold. On the right side of the shield there are two black and gold oil rigs on the right side against a scarlet rising sun on the black extremity separated by a gold wavy belt, and a gold seal separated by a gold wavy belt accompanied by a golden bear at the top on the azure rising sun.
The image of the oil derrick, which is present on all emblems and the emblem of Okha, became one of the main elements of the official coat of arms of the Okha District and subsequently the Okha City District.
In 2006, the Okha District was transformed into the Okha City District.
On February 24, 2011, by decision of the Ohinsk District Assembly No. 4.18-12, the Statute on the Emblem of the Municipal Formation of the Okha City District was adopted. [1] The coat of arms of the city district approved the coat of arms of the Okha region adopted in 2003.
