Biography
He graduated from the Faculty of Law of the University of Chile.
- 1961-1963 - Minister of Foreign Affairs of Chile,

Since late 1974, UNICEF Regional Director for the Americas, and later, Regional Coordinator for Marine Resources and Development in Latin America and the Caribbean.
In 1989, after the end of military rule, he was a candidate from his party for the presidency of Chile.
