Biography
Graduated from the Faculty of Law of the Pontifical Catholic University . He headed the department of civil law of the university.
He worked in the apparatus of the Chilean Senate,
- 1958-1959 - Minister of Internal Affairs,
- 1960-1964 - Minister of Justice,
- 1960, 1961 and 1963 - For several months he was the Minister of Foreign Affairs of Chile.
After the coup of 1973, he actively collaborated with the regime of Augusto Pinochet , led the commission to create a new Constitution, called the Commission of Ortusar.
In 1982-1990 - Member of the Constitutional Tribunal of Chile.
