The First Minister of Scotland ( First Minister of Scotland ; Gaelic. Prìomh Mhinistear na h-Alba ; Scotts Heid Meinister o Scotland ) is the head of government and political leader of Scotland . The post of first minister was established in 1999 at the same time as the Scottish Parliament appeared after the 1997 referendum. The first Minister of Scotland is elected from among the deputies of the Scottish Parliament, after which the appointment of the British monarch . The first minister then forms the cabinet and also appoints senior officials in the Scottish judiciary .
