Biography

Slutsky was born into a noble family. Having been educated at the Artillery School , on January 7, 1835 he was promoted to ensign and transferred to the Officer classes of the same school, which he graduated in 1837, after which he initially served in artillery.

Produced on April 8, 1851 as a lieutenant colonel , in the 1850s he was the commander, and after being promoted to colonel on March 30, 1856, he was the commander of the 3rd brigade of the Siberian Linear Cossack Army . This period of Slutsky’s service in Omsk includes his acquaintance with F. M. Dostoevsky , whom he helped, in particular, in determining the stepson in the Siberian Cadet Corps and in the appointment of a lump sum after the death of her husband M.D. Isaeva (who became the wife of Dostoevsky). The writer described Slutsky as "a family and significant person in Omsk, " noting that his stepson was admitted to the corps " thanks to the care of the kind and noble Yakov Aleksandrovich Slutsky ."

In the 1860s, Slutsky was transferred to service in St. Petersburg , having been appointed to be under Minister of War D.A. Milyutin on special assignments, belonging to the Cossack troops, and then an official on special assignments of V class. When the military judicial reform was carried out by D. A. Milyutin in 1867, the vacancies of the chairmen and members of the newly created military district courts, due to the absence of specially trained military lawyers in the Russian army, were replaced by military ranks, and Slutsky was appointed military judge of the St. Petersburg military district court , soon, on May 20, 1868, was promoted to major general , then transferred by a military judge to the newly opened (December 10, 1868) Odessa Military District Court, and when the Kiev Military District Court was opened in 1869 (October 23) chen its chairman.

After serving 11 years in Kiev , in 1880 Slutsky was promoted to lieutenant general (August 30) and was appointed one of the five permanent members of the Main Military Court, holding this position until October 8, 1889, when he was promoted to general from the infantry with dismissal from sick service with uniform and pension.

He died at the age of 83 on October 27, 1898 and was buried at the Kazan cemetery in Tsarskoye Selo .
