Pan-panning can be applied both in the proportional and in the majority system; however, in the latter case, it is necessary that the constituencies are multi-member .
Pan-panning is applied, according to Article 242 of the Electoral Code, in municipal elections in France, as well as in Belgium, Denmark, Luxembourg and some other countries.
The advantages of this electoral method include the ability of the voter to support candidates he / she desires for, regardless of their party affiliation. However, it is highly likely that they will find themselves in opposing political positions and therefore will not be able to properly ensure the functioning of the formed representative body.
