Evgeny Ivanovich Kolyushin (born October 8, 1947 , Cherepovets , Vologda Oblast ) is a Russian lawyer, doctor of legal sciences , professor, honored lawyer of the Russian Federation , member of the Central Election Commission of the Russian Federation from the Communist Party since 1994.

Biography
Born on October 8, 1947 in Cherepovets, Vologda Oblast . After graduating from school, he worked as a car mechanic for two years.
In 1966 he entered the Law Faculty of Moscow State University. M.V. Lomonosov and graduated in 1971. After graduating from graduate school, MSU trained at German universities.
In 1974-1987 - assistant, senior lecturer, dean, professor, head of the department of Ivanovo State University .
In 1987-1991, he was a senior scientific consultant, senior assistant to the Group of Scientific Advisers under the Presidium of the Supreme Soviet of the USSR , head of the department of legislation and law and order of the Secretariat of the Supreme Council of the USSR.
In 1991-1994 he worked in the legal services of the International Financial Association Menatep and Bank Menatep.
In 1994-1999, he was a professor, head of the department of legal foundations of management of Moscow State University, was one of the organizers of the faculty of public administration of Moscow State University.
In 1994-2016 [1] [2] six times was appointed a member of the Central Election Commission of the Russian Federation from the State Duma. Since April 1999, he has been working in the Central Election Commission of the Russian Federation on an ongoing basis.
Until 2010, Kolyushin was not a member of the Communist Party , but was a communist by conviction [3] . Currently - a member of the Central Committee of the Communist Party [4] .
The author of about 100 scientific papers on constitutional, municipal, financial and civil law.
Resonance Initiatives
In 2008, Yevgeny Kolyushin, as a witness, spoke at the trial of the Communist Party’s lawsuit against the Central Election Commission on canceling the results of elections to the State Duma [3] .
At a meeting of the Central Election Commission in 2011, Kolyushin opposed the candidacy of V. Churov for the post of chairman of the Central Election Commission [5] .
Known for the publication of a dissenting opinion on the results of the 2012 presidential election in which he described in detail numerous violations during the election period and during the election itself [6] .
December 25, 2017 participated in the meeting of the CEC of the Russian Federation No. 118 and supported the project of Boris Ebzeev with a refusal to register an initiative group to nominate Alexei Navalny as a candidate for the presidency of the Russian Federation [7] .
During the presidential election in 2018, Yevgeny Kolyushin noted that there were numerous violations - and expressed his special opinion [8] on this subject:
- Unfair distribution of airtime in the media;
- Incorrect and unequal participation of candidates in debates, etc .;
- The state artificially stimulated an increase in the voter turnout so that in fact for many budget workers this day became a working day (without corresponding payments);
- V. Putin was in a privileged position compared to other candidates with regard to informing voters on television channels;
- Legislative discussions and round tables were not held, which limited the constitutional right of citizens to access information;
- There were refusals to appoint one member of the election commission with a deliberative vote - from the parties from which the candidates were registered;
- There was no control recount of ballots with the widespread use of KOIBs ;
- The CEC did not conduct a fair and objective review of complaints of violations.
Based on the foregoing, Evgeny Ivanovich concluded that the election results announced by the CEC were obtained, inter alia, due to a violation of the principle of free elections .

Personal life
Married, has a daughter. He is fond of skiing, hiking.
