Youth
Blackkett was born on February 8, 1961 in Oxford (England). From 1979 to 1983 studied criminology and correctional sentences at Carleton University, Ottawa, but did not finish it. Prior to his election as a deputy of the legislative assembly from the North-West, Calgary Blackkett worked as a sales representative for the electronic components of the equipment at the original equipment manufacturer (OEM).
