Biography
Born on November 11, 1955 in Novokuznetsk ( Kemerovo region ) in a family of employees [4] .
In 1977 he graduated from the Ural Polytechnic Institute. CM. Kirova , in 1982 graduate school, in 1983 he defended his thesis [4] .
In 1977-99 worked in the system of higher education in positions from a junior research assistant (Ural Polytechnic) to vice-rector ( Ural Academy of Public Administration ) [4] .
In 1994-98. He was a member of the NDI program "Supporting Democracy: Building Political Parties", and in 1995-97. - in the project of the Rockefeller Foundation "Leadership in society and in the future development" [5] .
In 2004-08. He was a professor at the Department of Sociology and Political Science, RSTEU . Since 2008, he has been Deputy Head of the Leadership Center of the Russian State Social University for Economics [4] .

Political Career
Member of the CPSU in 1985-91. For two years, he was secretary of the Komsomol Committee of the UPI metfaka . In 1989-90 He took part in the work of the democratic platform of the CPSU [4] , within which he was a member of the group of “Young Communists” [6] .
In 1990, he was elected a delegate to the XXVIII Congress of the CPSU , at which he was elected a member of the Central Committee of the CPSU for the quota of the Secretary General [4] .
In 1991-94 was a member of the People’s Party “Free Russia” , was a member of the party’s presidium and took over the Sverdlovsk regional branch [4] .

Since 2000, he was Deputy Chairman of the Political Council of the ROSDP . After the creation of the SDPR, he worked as its political and international secretary [4] .
