Kumets, Vladimir Vladimirovich

In 2006 he entered the Faculty of International Relations of the International Humanitarian-Economic Institute in Minsk. In November 2010, he was expelled from the 5th year of the institute with the official wording for absenteeism. In 2011, he applied to the European Commission with the requirement to include the leadership of the IPEI in the list of banned entry to the European Union ^[5] . By the decision of the European Commission dated March 21, 2011, the rector of the International Humanitarian-Economic Institute Alpeeva TM was banned from entering the territory of the European Union with the exception of a student for political reasons ^{[6] [7]} . In 2012, he continued his studies in the magistracy of the Warsaw University with a degree in Political Science ^[8] . In 2013 he graduated from the magistracy of the University of Warsaw .

From 2008 to 2009 he was an activist of the civil campaign “European Belarus” ^{[9] [10]} . Since September 2009 - Deputy Chairman of the public association “Movement of the Future” ^[8] . In 2010, he was the head of the district election headquarters of the candidate for the presidency of Belarus, Vladimir Neklyaev (2010) ^{[11] [12]} . He was nominated as a candidate for deputy of the Minsk City Council of Deputies (2010) ^[13] . From 2011 to 2012, he was the press secretary of the civil campaign “Revolution through the social network” ^{[14] [15]} .

In 2010 - a candidate for the Minsk City Council ^[13] . During the 2010 presidential election, he was the coordinator of the district election headquarters of presidential candidate Vladimir Neklyaev. After the protest on December 19, fearing arrest, he left Belarus for Lithuania, and later for Poland ^{[17] [18] [19]} . In 2011 he became one of the participants of the civil campaign “Revolution through the social network” .

In 2013, he ceased his political activities ^[4] and returned to Belarus.

In 2006–2010, he studied at the International Humanitarian-Economic Institute ^[20] , from where, after organizing a meeting on the nomination of Vladimir Neklyaev to the All-Belarusian National Assembly, he was expelled according to the official version for academic failure ^[21] . Vladimir Neklyaev, the leader of the “Tell the Truth” campaign, defended the activist, but the rector did not restore the student, but he orally promised to do it in January 2011 ^[22] .

According to ERB, their countries left on December 19, 2010, in connection with the initiation of a criminal case against the Square participants ^[23] .

On September 23, 2011, on arrival in Belarus from Poland, he was arrested by special services in his own apartment in Minsk ^[24] .

According to his own allegations, he was ordered to initiate a criminal case under Article 186 of the Criminal Code of the Republic of Belarus against his brother for threatening to kill an unknown person on the Internet, and detained him and his brother as suspects. Under the threat that he and his brother could be put in prison ^[25], he decided to agree to sign a cooperation agreement with the KGB. He claims that from the very beginning he did not plan to carry out the tasks of the Belarusian KGB, and did this only to leave the country and free himself and his own brother. The KGB promised him that if he worked for them, they would close the case and leave the family alone. For this he went to the deception and sent fake reports to them all of October, which he invented with his colleague Vyacheslav Dianov ^[26] . From the State Security Committee of Belarus, he was tasked to inform about the activities of the civil campaign “Revolution through a social network”, discredit the opposition forces of Belarus and find foreign sources of funding for the Belarusian opposition ^[27] .

On November 8, 2011, at a press conference in Warsaw, he talked about how he was recruited ^[28] . According to him, the disclosure of the recruitment circumstances caused the initiation of a new, fabricated criminal case against his brother ^[29] . After that, the Belarusian special services called his relatives for interrogation to find out about his current location ^{[30] [31] [32] [33] [34]} .
