Ministry of Justice of Georgia

The Ministry of Justice of Georgia is responsible for the regulation of activities in the justice system, as well as the supervision of prosecutors, supporting the legal system and public order, protecting the population and introducing legal reforms in Georgia . The ministry is headed (from October 25, 2012) by Thea Tsulukiani .

History

The development of the judicial system in Georgia dates back to an era when legislative functions were regulated by the national assembly and the council of elders. In the ninth to tenth centuries, the system was entrusted to a government body called the darbazi (chamber), which included the clergy, aristocracy and townspeople. This institution was responsible for issuing important legal documents, such as Criminal Law, George V Law, Royal Court Law, as well as translating and adapting international documents such as Moses Law, Greek and Roman Syrian laws, etc. One of the collections ancient documents preserved from the reign of Vakhtang VI in the early 18th century. The collection is called the book of the Laws of Vakhtang VI (published in 1703-1709).

The book contains a list of statesmen and a description of their duties, surveys and censuses, the economy, income, taxes and property accounts, etc. Responsibilities are assumed by the current Minister of Justice of Georgia, who are also divided between the chancellor, chief accountant and chief scientific adviser.

Despite Russia's power over Georgia, Georgian laws continued to operate until the beginning of the twentieth century, when any practice of the people's judicial system was terminated after the Sovietization of Georgia .

The first Ministry of Justice of the independent Georgian Republic was created when the National Council of Georgia adopted the Act of Independence of Georgia on May 26, 1918, which operated until Georgia joined Soviet Russia in 1921.

Structure

The ministry is headed by a minister with the help of his three deputy ministers. The Ministry carries out its activities in accordance with the decision adopted by Presidential Decree No. 541 of November 7, 2008. As of January 2000, the Ministry of Justice had acquired the most important competencies, such as the leadership of the penitentiary system and its organizational management, the functions of the public and civil registry (since 2004), the regulation of state archives (since 2004); organizational support for the effectiveness of the management system, as well as the management of the State Commission for the Settlement of Territorial Reform and the activities of its working groups (since 2006).

The main functions of the Ministry are to protect state interests in national and international courts and tribunals, determine the standards of active normative legal acts, bring the legislation of Georgia in accordance with international standards, create a state register; regulation of emigration and migration procedures; regulation of notarial functions, public services registry, Civil Service Register, maintenance of the state archive; enforcement of judgments; Representation of a country's interests in the European Court of Human Rights.
