The Canadian Department of the Environment is responsible for coordinating conservation policies and programs for the conservation and development of the natural environment and renewable resources:

The ministry also provides for the treatment of hazardous waste and oil spills, for which the government is responsible, and provide technical assistance in other jurisdictions, this also applies to the private sector, as necessary. The department is also responsible for international environmental issues (for example, Canada-USA air pollution).
In accordance with the Canadian Constitution, responsibility for environmental management in Canada is shared between the federal government and provincial / territorial governments. For example, provincial governments have the primary responsibility for managing resources, including maintaining a ceiling on industrial emissions (for example, into the air). The federal government is responsible for managing the use of toxic substances in the country (e.g. benzene).
