The ministry was founded by the German Bush government during his first brief appearance as president. It was formed on the same day as a bloodless military coup that brought him to power. Under the slogan “military socialism” of Presidents Bush and David Thoreau, the Ministry of Labor formulated a labor code and a massive mass of trade unions of workers in Bolivia.
