Activities
In the early years of the company, LANIT was mainly engaged in the distribution of hardware and software. In parallel, the company began to enter the market of software and hardware and information-computer complexes and systems [9] . LANIT actively developed its distribution business, concluding contracts with major foreign suppliers of hardware and software, including IBM , Oracle , Microdyne, APC, Microsoft , HP , IMC Networks, Tricord. By 1993, he became the market leader in systems integration and distribution.
In the early 90s, LANIT began to actively develop banking technologies and concluded a general cooperation agreement with the Central Bank of the Russian Federation. A major project in this area is the first stage of the Unified Information and Computing System of the Central Bank of Russia [10] . In the mid-90s, LANIT develops a direction of workflow automation. In 1997, the company’s development in this area entered the market - the LanDocs system, which organizes work with documents and simplifies the transfer of documents between employees [11] . Then “LANIT” begins to work in the field of IT-education. In 1997, the company created its own training center, Network Academy, which subsequently became a training partner for Microsoft and other technology vendors [12] . In the late 90s, the company launched a major project to introduce product life cycle management (PLM) technology at Russian enterprises.
The diversity and scale of the LANIT projects led to its transformation into a group of companies in 2005. In the late 2000s and early 2010s, LANIT began to implement federal-level projects in various fields. In 2009, LANIT implemented a project to re-equip the Roshydromet ground-based meteorological network [13] .
LANIT began to play a large role in projects to create an electronic state. A number of projects have been implemented, for example, the official website zakupki.gov.ru, which combines information on placing orders for public procurement [14] . LANIT also made a significant contribution to ensuring the availability of online public services by improving the functionality of solutions for automating the provision of municipal and state AIS MFC services and AIS LOD licensing services. The company developed and implemented a patient flow management service (CMS) for UMIAS - a unified medical information -analytical system of Moscow [15] , which was subsequently recognized as the most ambitious project in healthcare. The company also develops and implements standard solutions in the regions for converting public services into electronic form. They are used, in particular, in Dagestan [16] and the city administration of Tver [17] . In 2014, LANIT began work on the creation of a state information system for housing and communal services [18] .
In the early 2010s, LANIT also implements major projects in the field of education: the development and conduct of information security courses for employees of the Federal Treasury of the Russian Federation [19] , the training of specialists implementing the Unified Medical Information and Analytical System in medical institutions in Moscow, the release of electronic textbooks for Russian schoolchildren [20] . In the 2010s, LANIT actively introduces technology into the cultural sphere. Since 2013, LANIT began cooperation with the Yermolova Theater [21] . The company's technological solutions are used in the theater as new means of expression. In 2016, the company developed the Internet portal "MEMORY.RF" for the military-historical society of Russia [22] . Claims by government
In December 2006, employees of the Investigative Committee under the Ministry of Internal Affairs of Russia carried out searches at the Pension Fund of the Russian Federation, as well as at the Moscow office of IBM and major Russian IT companies LANIT and R-Style. Searches and seizures were carried out as part of a criminal case instituted under Part 4 of Article 159 of the Criminal Code of the Russian Federation (“Fraud committed by an organized group on an especially large scale”) [99] . No violations were found in relation to the LANIT Group of Companies, none of the company representatives were prosecuted, as evidenced by a letter from the Investigative Committee of the Russian Federation dated March 14, 2008. In 2010, the Federal Tax Service of the Russian Federation filed a claim against CJSC LANIT for the payment of VAT in the amount of 1.5 billion rubles. In addition, the Federal Tax Service also demanded that LANIT pay penalties in the amount of over 640 million rubles. The decision in question was made by the Federal Tax Service based on the results of a repeated field audit on compliance with the legislation on taxes and fees for the period from January 1, 2005 to December 31, 2006, which took place at the end of 2008. In the course of this audit, the department revealed a shortfall in VAT at LANIT. The total amount of claims, including interest, exceeded 2 billion rubles. [101] Later, these claims by the Federal Tax Service to the company were rejected by the courts, including the Supreme Arbitration Court [102] . The courts established that “the LANIT holding for the period under review timely and fully handed over the accounting and tax reports and paid the taxes and fees established by law”. [103]
Criticism
In 2011, the holding attracted attention after it received a state order to update the Rospotrebnadzor website, in the opinion of public figure Alexei Navalny , an estimate of the cost of work of almost 5 million rubles was significantly overstated. [104]
At the end of 2010, LANIT won a competition to supply computers with Apple MacBook and MacMini devices to Moscow schools. The leaders of domestic IT companies, in particular, the senior vice president of Kraftway, Renat Yusupov, indicated that these contests were dubious, since the requirements for the supplied equipment were determined in such a way that they corresponded exclusively to Apple equipment (for example, servers required presence of FireWire interface).
