Biography
Born February 13, 1969 in Chelyabinsk . He studied at secondary school number 138 of the central district of the city of Chelyabinsk. In 1992, he graduated from the Civil Engineering Department of the Chelyabinsk State Technical University with a degree in civil engineering. While still a student, he organized the Temp company, which was engaged in the wholesale trade of products [2] . In 1993 he became director of the “Bakery No. 1”. State Duma Deputy (1999-2005)

Head of Chelyabinsk (2005—2010)
He won the mayor of Chelyabinsk on March 20, 2005 and became the mayor of Chelyabinsk. Since 2006, he has been president of the Association of Municipalities “Cities of the Urals”. It is also a member of the Club of Mayors of Russia, created on the basis of the All-Russian Council of Local Self-Government on the initiative of the United Russia party. In February 2006, the magazine "Finance" estimated the condition of Yurevich at $ 85 million (382nd place in Russia). On March 1, 2009, he again won the mayoral election in Chelyabinsk with a score of 57.53%. As the president of the Association, the Cities of the Urals actively participates in expanding channels of interaction with government bodies at all levels, upholding the interests of municipalities and their residents, and exchanging experience. He was one of the main organizers of the creation of the Club of Mayors at the All-Russian Council of Local Self-Government, which brought together the heads of major Russian cities, becoming a platform for representing the consolidated position of the municipal community in dialogue with the state. Among the priority areas in the work of the municipal government, Yurevich singles out road repair and reconstruction, the development of an energy and heat supply system, the restoration of outdoor lighting in areas remote from the center, tight environmental control, the strengthening of the material base of municipal healthcare institutions, the creation of additional places in kindergartens for preschool children . According to the results of 2009, Chelyabinsk reached the highest rate among cities with a population of over one million people, with the provision of preschool children from 0 to 7 years with places in kindergartens - 80%. [2] There are tangible results in the health sector. Polyclinics and hospitals of the city are equipped with modern equipment on a large scale. Offices of general practitioners are opening in remote villages and microdistricts. A modern system for removing ECG by phone has been introduced. According to the results of 2009, for the first time in 15 years, the birth rate in the capital of the South Urals exceeded mortality.
Governor of the Chelyabinsk Region (2010-2014)
March 22, 2010 the Legislative Assembly of the Chelyabinsk region at an extraordinary meeting unanimously approved Yurevich to the post of governor of the region. As a governor, he began his activities with a statement about the need to attract investment in the region [3] , declared in a bad tone any obstruction to business, including from officials and law enforcement agencies [4] . In 2010, the Chelyabinsk region was assigned a long-term credit rating of “BB +” according to the international scale and a rating according to the national scale “ruAA +”, the forecast is “Stable” [5] . In 2011, the credit rating was affirmed [6] . In October 2012, Standart & Poor's analysts did not see the prerequisites for changing the rating of the region [7] . Yurevich identified as a priority the development of the Chelyabinsk airport and the expansion of international destinations. In October 2011, direct regular flights to Vienna, Dubai and Harbin were added to them [8] [9] . In 2012, a new departure hall for international lines was opened at the Chelyabinsk airport [10] . In 2011, he initiated the “overhaul of the region” [11] , within the framework of which residents voiced their proposals for improving the territory, and later funds came from the regional budget for priority purposes, such as repairing roads, water pipes, street lighting and facades [12] ] , accounting for 56% of all budget expenditures in 2011 [13] . In September, after the Center-2011 military exercises in Chebarkul, he announced to the President of the Russian Federation Dmitry Medvedev the experience of the Chelyabinsk region in the construction of small-sized studio apartments. According to Yurevich’s plan, this starting housing for young people should be equal in value to a car. Medvedev noted that if the project is successful, the experience of the South Urals can be extended to other regions [14] . Already in October 2011, a delegation from Tatarstan arrived in the region to study the experience of building small-sized studio apartments [15] . In 2012, the monthly volume of loans issued by the developer YuU KZHSI for the purchase of housing compared to the previous year increased by 1.66 times - up to 500 million rubles. According to this indicator, the developer in the Chelyabinsk region lost only to Sberbank [16] . According to experts, Yurevich’s policy of promoting “economy class” housing in the region and supporting the construction industry made it possible to introduce 1.256 million square meters of housing in Chelyabinsk in 2012, which was an absolute record for the entire history of the city [17] [18] . In June 2012, Yurevich, during the SCO summit in Beijing, presented the project for the construction of the Yuzhnouralsky transport and logistics complex in the Chelyabinsk Region. Vladimir Putin supported these plans [19] . The first phase of the TLC was to be launched in November 2014 [20] . According to the online publication Znak, Yurevich’s rating in the Chelyabinsk region in January 2013 was 68.2% [21] . On January 15, 2014, Putin signed the Decree “On the Early Termination of the Powers of the Governor of the Chelyabinsk Region”, accepting the resignation of Yurevich with the wording “of his own free will” [22] .
Further career
He participated in the primaries of the United Russia party on the eve of the 2016 State Duma elections. May 19 announced the withdrawal of candidacy due to "clash with a strong administrative resource " [23] .
Self-nominated in the State Duma elections of the seventh convocation . He was not allowed to participate in the election campaign of the CEC of the Russian Federation. In 2017, he won the case of his non-admission to the elections in the Constitutional Court. [24]
In August 2017, he introduced Makfa OJSC, Rodnik shopping center and Prospect supermarket chain to Cyprus offshore companies [25] .
Criminal Case
On March 20, 2017, Yurevich was charged in absentia with taking 26 million rubles as bribes [26] . The investigator issued a decision to prosecute him under two articles of the Criminal Code of the Russian Federation: 290 (“Acceptance of a bribe”) and 33, 128 (“Incitement to libel”) [26] . According to investigators, Yurevich, as the head of the Chelyabinsk region, received bribes in the amount of 26 million rubles from the Minister of Health of the region Vitaly Teslenko [26] . The investigation also established that Yurevich incited his first deputy Oleg Grachev to spread slander about the activities of the chairman of the Chelyabinsk regional court Fedor Vyatkin : on the instructions of Grachev in the program “ Man and the Law ”, released on December 8, 2012, false information was circulated that leaders Chelyabinsk criminal group "Kalinin family" recruited Vyatkin and dragged him into his criminal activity [26] .
Yurevich did not appear at the interrogations scheduled for March 17 and 20 [26] . He notified the Investigative Committee in writing that he was in Israel. [26] On March 20, the Investigative Committee stated that Yurevich was sent a third summons and that if he does not appear for questioning, he will be put on the wanted list [26] . Now Mikhail Yurevich lives in the UK [27] .
Achievements

Family
Married with a second marriage [37] , has a son and daughter from the first [38] . From the second has a daughter (born 2014) [39] [40] [41] . Ex-wife Oksana divorced Mikhail in 2003; their common children, Alexander (b. 1996) and Anastasia (b. 2001) live with their father. In 2004-2007, Oksana owned several stores selling household chemicals in Chelyabinsk [38] . A number of media claimed that Mikhail Yurevich repeatedly beat Oksana [42] [43] , but later the Presnensky District Court of Moscow, relying on Oksana Yurevich’s direct testimonies, decided that this statement was not true [44] .
Father, Valery Mikhailovich Yurevich, chairman of the board of directors, main owner of the Makfa flour-grinding company [38] . Makfa is also one of the largest food producers in the region. Until the early 2000s, he worked as the production director of the South Ural Construction Company; in his student years, Valery Yurevich worked as a bricklayer in the construction and installation department of trust No. 42; most of the assets of V. M. Yurevich previously belonged to his son Mikhail [45] . Mother, Natalya Evgenievna, member of the board of directors, co-owner of the Makfa flour-grinding company [38] . Yurevich’s parents own controlling stakes in companies that own three shopping centers and one large store in Chelyabinsk, several cinemas, a number of television channels and radio stations [45] .

Criticism
In 2000, Mikhail Yurevich, being a deputy of the State Duma of the third convocation, oversaw the bill "On the reorganization of joint-stock companies - subjects of natural monopolies, more than 25% of the shares of which are fixed in federal ownership" [46] . According to experts, the law makes it impossible to restructure RAO UES , Gazprom and other large energy holdings and increases the degree of government influence on the energy industry and lead to an energy crisis [46] . In 2002, Yurevich was involved in a scandal over the releases of his Rabochaya Gazeta newspaper, in which the team of the Chelyabinsk Region Governor Pyotr Sumin was accused of abusing and committing some criminal offenses [47] . The author of the article, German Galkin, was sentenced to 1 year for libel and insult [47] . According to the results of the CEC check in the 2003 State Duma elections , Mikhail Yurevich did not indicate data on participation in Sosnovsky Bread Products Plant OJSC, Makfa OJSC, TD Makfa LLC, Tem-Yu LLC, and First bakery ”, Chelyabinsk Macaroni Factory OJSC. Despite this, no sanctions were imposed on the candidate for deputy [48] .
Criticism of Governor
In July 2011, blogs and media published articles stating that "the authorities of the Chelyabinsk region are ready to pay several hundred thousand rubles so that negative information about the region and the" dirtiest city on the planet "is not reported in Internet search engines." On July 20, 2011, a request for quotations was published on the government procurement website for “providing services to change and support the first issuance of given requests in the search engines Yandex and Google ” [49] . The task of the winner of the tender is to ensure that, for a number of requests, search engines give out at least 80% of positive or neutral materials about the Chelyabinsk region. Among the requests that needed to be cleaned up were NGO Mayak Accident, Radiation in Chelyabinsk, Kyshtym Accident, Karabash, Muslyumovo, The River Techa, Russia's Dirty City and the Urals Ecology. Duration of services - until the end of 2011. Both the purpose of public procurement related to misinformation of the population and the amount of the contract of 300,000 rubles were sharply criticized. According to Alexei Navalny [50] , the governor of the region, Mikhail Yurevich, was the author of the “disgusting and immoral” initiative: in 2010, he instructed the Ministry of Economic Development of the region and his administration to begin work on changing the image of the region, which is associated with an unfavorable environmental situation. [51] In another opinion, the application referred to the usual SEO project (search engine optimization), which is widely used in the business environment, and there was no talk about hiding facts about the environmental situation in the region. On November 16, 2011, the Chelyabinsk and federal media had an audio recording on which a person calling himself the governor of the Chelyabinsk region, at a meeting with representatives of businessmen of the city of Miass, persuaded them to “motivate how you know” subordinates to vote for “United Russia” so that the party gets at least 55% of the vote. At the same time, he said: “You have the right to organize compulsory voting at your enterprises.” In addition to additional financing for the residents of the districts who gained 90% of the vote, the person “personally promises” to gasify their settlements on the audio: “What do they want gas for?” They want to. This is the way out. ” Only a few mass media of the Chelyabinsk region posted a message about the audio recording, but the news had a great resonance in the media outside the region, which some regarded as confirmation of the regional press control. The recording is accompanied by the captions “Yurevich in Miass. Bribery and coercion ”and Yurevich’s photographs taken at different times. The author does not give any other evidence of the voice of the speaker Mikhail Yurevich. True, on a six-minute record of not too good quality, the speaker calls himself the governor and notes that he would not become the head of the region, "if there had not been an update in the party." He also mentions the names of real Chelyabinsk politicians - the leader of local communists, Svetlana Poklonnova and Konstantin Kurkin. Most experts and journalists who spoke with Yurevich and were familiar with his voice are inclined to believe that the voice on the recording belongs to the governor of the Chelyabinsk region, [53] which, according to the Chelyabinsk media, was really a closed meeting with representatives of entrepreneurs on November 16, 2011 the city of Miass. At the same time, the deputy governor Evdokimov stated that there were signs of editing from public speaking of Mikhail Yurevich in the audio recording at different times, but this statement was not proved. [54]
The blogs also resonated with some other budget expenditures of the Chelyabinsk administration, such as, for example, a state order for broadcasting porn channels in the suburban residence of the Chelyabinsk governor. The auction was declared invalid due to the fact that at the end of the deadline for submitting applications for participation in an open auction in electronic form, only one application was submitted. [55] It is also alleged that the governor himself visited the residence for the only time with an orientation tour, and the residence itself is used to accommodate guests of the Chelyabinsk region. According to some estimates, in 2012, Yurevich spent about 500 million rubles of budget money on transport as a governor ( Bell 429 helicopter) and private security, which was handled by the commercial organization Chop Argument [57] [58] [59] [60] [ 61] .
