The first championship title in the framework of the "First All-Ukrainian holiday of physical education" was held from August 11 to 18, 1921 in Kharkov , the capital of Ukraine. Qualifying competitions were held on a regional basis. Of the 12 provinces that were part of the Ukrainian SSR, representatives of 7 (Donetsk, Yekaterinoslav, Kiev, Odessa, Poltava, Kharkov and Kherson) sent their representatives to the republican festival of physical education, with the latter delegated two teams at once - from Nikolaev and Kherson. Thus, 8 participants fought for the medals, represented by both national teams of cities and individual teams playing under the flags of urban teams. The first champion of Ukraine was the team of Kharkov.
