Kozak Memorandum

The Kozak Memorandum is a plan for resolving the Transnistrian conflict through the federalization of Moldova . The project was developed in 2003 by Dmitry Kozak .

Plan Terms

According to this plan, Moldova was supposed to become an "asymmetric federation", while the PMR and Gagauzia would receive a special status and the ability to block bills that are undesirable for autonomies. Moldova pledged to maintain neutrality and demobilize the army, as well as provide Russia with the right to deploy Russian troops on the territory of Transnistria for a period of 20 years as guarantors of a settlement of the conflict. Literally at the last moment, Moldovan President Vladimir Voronin on the night of November 24–25, 2003 [1] refused to personally sign the initialed agreement, declaring that it gives unilateral advantages to the PMR and has a hidden goal - recognition of the independence of Transnistria. After the disruption of the signing of the Memorandum, relations between Transnistria and Moldova worsened [2] . Negotiations resumed only in 2005 within the framework of the GUUAM regional organization on the basis of proposals submitted by Ukrainian President Viktor Yushchenko .

Reasons for failure to sign an agreement

According to Dmitry Kozak, the Moldovan side knew the text of the agreement quite well, agreed with it and sought to sign it as soon as possible, and the reason for the failure was the direct intervention of the American ambassador, which Voronin did not hide in a conversation with Kozak [3] . A similar opinion was expressed by Dmitry Rogozin in the transfer of the NTV channel . Moldovan political scientist Bogdan Tsyrdia [4] and the Transnistrian Valery Litsky [5] also insist on the participation of the American ambassador. According to the former president himself, external pressure was exerted on him [2] .
