Agency for Strategic Initiatives to Promote New Projects (Agency for Strategic Initiatives, ASI) is a Russian autonomous non-profit organization created by the Government of Russia [3] to implement a set of measures in the economic and social spheres. In particular, to promote priority projects, implement measures to improve the business environment in Russia, develop professional staff, etc. [3] Effective from August 11, 2011 [3] . Chairman of the Supervisory Board - Vladimir Putin . Since July 27, 2011, the Director General of the Agency was Andrei Nikitin . On February 13, 2017, by decree of the President of Russia, he was appointed the acting governor of the Novgorod Region [4] . Since February 13, Svetlana Chupsheva , a financier by training, became the Agency’s Director General, from the time she graduated from the institute to her arrival in ASI, she worked for 11 years in the business structures of the Samara Region [5]. The newspaper “Version” provides data on the annual budget of ASI - a few billion rubles and claims that the agency was created " in contrast to the liberal project of Medvedev and Kudrin " Skolkovo innovation center [6] . The ASI office is located in Moscow , in the building of the Moscow Government on Novy Arbat [7] .

Agency Highlights

ASI's assistance consists in coordinating interaction with financial organizations, development institutions, funds, coordinating interaction with authorities on the issue of providing support measures, assistance in solving systemic problems (various barriers of a regulatory, administrative nature, changing GOSTs , etc.) [ 8] .

The agency declares support for projects in several areas:

New Business

Assistance in the promotion and implementation of business projects aimed at introducing innovative technological solutions or import substitution . In 2013, the Agency acquired an additional tool for co-financing projects - the MIR Foundation (Modernization. Innovation. Development) [9] .

Young Professionals

The aim of the direction is the search for talented goal-oriented leaders, their development and motivation to work in Russia, including through the creation of new industries, the introduction of new practices at universities, the development of professional standards and the replication of modern educational and personnel work practices [10] .

Social Projects

Promotion and replication of socially significant initiatives, involvement of non-profit and private organizations in order to expand citizens' choices and improve the quality of social services [11] .

Improving the investment climate

National Entrepreneurship Initiative

The National Entrepreneurship Initiative (NPI) includes projects aimed at reducing administrative barriers in the economy and improving the investment climate in Russia. Under the auspices of the ASI, the NPI working groups developed 11 “ roadmaps ” - action plans to simplify, reduce the cost and speed up business procedures in the Russian Federation. Currently, 22 entrepreneurial projects are being implemented as part of the initiative [12] .

“Roadmaps” are approved by orders of the Government of Russia , and the Doing Business World Bank rating, as well as the OECD PMR competitive environment and New Business Density activity indicators, were selected as benchmarks for their success. The target indicator of NPIs is Russia's entry into the top twenty countries by 2018 in terms of the investment climate [13] .

According to the World Bank’s international ranking Doing Business-2016, out of 10 rating directions, indicators of the Russian Federation grew by 8, for which specialized NPI roadmaps were prepared and are being implemented [14] .

In November 2015, ASI announced a nationwide survey of entrepreneurs to identify “bottlenecks” - areas in which there are administrative barriers to successful business. Based on the survey, ASI plans to amend existing roadmaps, as well as develop new ones [15] . The main achievements of the NPI were announced by Prime Minister Dmitry Medvedev on December 1, 2015 at a special meeting dedicated to road maps. So, among the main achievements of the roadmaps, the following were named: the terms for connecting to the energy infrastructure were halved, the cost of connecting for consumers was halved; The limit list of approvals in housing construction has been approved, the list of documents for declaring customs procedures has been shortened [16] . In addition, after the meeting, the head of government instructed the Ministry of Economic Development of the Russian Federation and ASI [17] :

  • Until January 24, 2016 the draft act of the Government of the Russian Federation on the approval of the “road map” for improving corporate governance [17] ;
  • Until March 1, 2016 - proposals for the formation of an electronic integrated reporting system [17] ;
  • Provide the Government of the Russian Federation with quarterly reports on the implementation of acts adopted under the “roadmaps” [17] .

In a message from the President of Russia to the Federal Assembly in December 2015, Vladimir Putin confirmed that the first phase of the implementation of plans within the framework of the NPI was successfully completed, and also noted that Russia will continue to carry out systematic work to improve the business environment. First of all, the president urged to submit concrete proposals by July 1, 2016 to simplify activities and eliminate duplicate and redundant functions of control and supervisory agencies [18] . At the same time, A. Avetisyan , Director of ASI's New Business line, noted that up to 90% of Russian entrepreneurs support the roadmap format [19] .

In November 2016, the third international conference “100 Steps to a Favorable Investment Climate” was held, which also addressed the implementation of the NPI in 2016-2017. During the conference, the results of the analysis of the national rating of the state of the investment and business climate were presented, which showed that in different constituent entities of the Russian Federation, the investment climate and business activity differ significantly (in some regions it is several times better than in others). Thus, it was decided to create individual “roadmaps” for the development of small business for each region of the Russian Federation. True, at the moment, there are only 12 of them planned [20] .

Regional Investment Standard

ASI project to create favorable conditions for doing business in the regions. Includes 15 best investment practices used by economically most successful regions. The implementation of the Standard began in 11 pilot regions in 2012. At a meeting of the State Council on December 27, 2012, its results were recognized as positive, and the Investment Standard became mandatory for all regions of the Russian Federation [21] . ASI provides methodological support to the implementation process, as well as organizational support for the activities of expert groups [22] .

Investment Portal of Russian Regions

This project was launched in 2013 as a continuation of the implementation of the Regional Investment Standard. The portal contains information on business conditions in all regions of the Russian Federation, reviews of the development of key industries and contacts of regional investment agencies and development corporations [23] .

National rating of the investment climate in the constituent entities of the Russian Federation

The rating assesses the effectiveness of the efforts of regional authorities to improve the investment climate of the constituent entity of the Federation. The main part of its indicators is formed on the basis of surveys of regional entrepreneurs. The rating was tested jointly with VTsIOM in 11 regions in 2014, and its results were presented at the St. Petersburg International Economic Forum 2014. Already 76 subjects of the Federation took part in the National Rating 2015 [24] [25] .

Investment Lift

Support mechanism for Russian exporters of non-primary products through partnership with financial organizations and development institutions. “Investment Lift” is intended to assist entrepreneurs in overcoming administrative and legal barriers, as well as providing financial assistance at the stage of launching an export project [26] . For the implementation of pilot projects, the Russian Direct Investment Fund reserved 15 billion rubles [27] .

ASI is the coordinator of Russia's participation in the international movement WorldSkills International and the national competitions WorldSkills Russia. In 2015, at the next meeting of the WorldSkills General Assembly in Sao Paulo, Kazan was chosen as the venue for the world championship of working professions in 2019 [28] .

Dual Education

A training program for young personnel, in which students acquire practical skills at the workplace, and theoretical ones at the educational institution. Since 2014, it has been piloted in 10 regions of Russia with the participation of the World Bank and the Russian-German Chamber of Commerce [29] [30] . The project involved 114 educational institutions and 121 enterprises.

Global Education

Presidential training program abroad. It is being implemented in accordance with Presidential Decree No. 967 “On Measures to Strengthen the Personnel Capacity of the Russian Federation”. Within its framework, the state finances the training of citizens who have independently entered one of the leading foreign universities, provided that after graduation they will work in a Russian company for at least three years [31] .

Open Selection

The methodology of attracting qualified personnel to the civil and public service, as well as to commercial organizations based on a competency-based approach. The ASI was developed with the participation of experts from the Open Government, the Ministry of Labor of the Russian Federation, Rosmolodezh and others. The open selection consists of three stages: an absentee practical assignment, a comprehensive assessment-selection procedure and an individual interview. On the basis of this methodology, positions are currently being filled in the Agency itself, the Ministry of Industry and Trade of the Russian Federation, the Ministry of the Russian Federation for the Development of the Far East, as well as in teams of large projects implemented with the participation of ASI [32] .

Leadership Development Institute

A platform for involving the active part of civil society in the activities of ASI, supporting and supporting leadership projects, as well as a system of social elevators. It works on the basis of the portal Leader ID [33] .

National Technology Initiative

The program of measures for the formation of new technology markets and the creation in Russia of companies designed to become global leaders in these markets. It is implemented on the basis of a message from the president to the Federal Assembly on December 4, 2014 [34] . Roadmaps for the development of each STI market were developed as part of the Foresight Fleet 2015 and presented to the President of the Russian Federation in July 2015.

Social Entrepreneurship

ASI has developed a roadmap for supporting social entrepreneurship in Russia, the purpose of which is to expand the access of non-governmental organizations to the provision of services in this area. In October 2013, a meeting was organized by entrepreneurs working in this area with Russian Prime Minister Dmitry Medvedev , following which the State Duma introduced a draft law on social entrepreneurship [35] .

National Impulse of Good Award

Annual award for contribution to the development and promotion of social entrepreneurship in Russia. It was established in 2013 by the Our Future Foundation for Regional Social Programs. The prize fund is at least 2,060,000 rubles. ASI is the general partner of the award [36] .

Social Innovation Centers

A regional network of organizations under the auspices of the ASI, designed to provide comprehensive support for social projects of small and medium enterprises, as well as socially-oriented NGOs [37] [38] .

New Technologies and Equal Opportunities

Development of the technology for the rehabilitation of people with disabilities

In July 2014, ASI and the Ministry of Industry and Trade of the Russian Federation held a joint meeting devoted to the analysis of the market of equipment and products for the rehabilitation of disabled people. Following the meeting, a draft decree was prepared by the Ministry of Industry and Trade of the Russian Federation on the development of the market for technical rehabilitation equipment.

Deaf-Deaf Support Foundation Connection

A charitable foundation to support people with simultaneous hearing and visual impairment was established at a meeting of the ASI Supervisory Board on April 8, 2014 [39] . It implements programs of active, informational, medical support and social integration of the deaf-blind . The board of trustees of the fund includes Peter Aven , Sergey Bezrukov , German Gref , Valery Gergiev , Tatyana Golikova , Maxim Topilin and other well-known representatives of government, business and culture.

Further education for children

New Model of Continuing Education

This initiative is aimed at changing the regulatory framework of the Russian Federation to ensure equal access of state and non-state organizations of additional education to budgetary resources, as well as creating an infrastructure to support projects in this area. In 2015-2016, the initiative is being implemented in pilot mode in four regions: Tatarstan , Altai Territory , Moscow Region and the Khanty-Mansi Autonomous Okrug .


As part of the implementation of this initiative, since 2014, Quantorium children's technoparks have begun to open in the regions of Russia, whose task is to provide an environment for the accelerated technical development of children [40] . The first technopark was opened at the end of 2015 in Khanty-Mansiysk on the basis of the “High-Tech Technopark” [41] . Dmitry Anatolyevich Medvedev and the governor of the Khanty-Mansi Autonomous Okrug Natalia Komarova took part in the opening of the quantorium [42] . Among the interesting events during the opening of the technopark, schoolchildren got in touch with the ISS crew [43] . On the same day, November 28, the second quantorium was opened on the territory of Nefteyugansk [43] . Subsequently, quantoriums were planned to be opened in each region of Russia, making them modern analogues of the Palace of Pioneers .

In December 2015, the quantorium opened in the IT-park of Naberezhnye Chelny . The opening ceremony was attended by Rustam Minnikhanov and the mayor of the city, Nail Magdeev. In total, the Naberezhnye Chelny quantorium is equipped with 8 laboratories and allows training 420 people at the same time [44] .

The plans for 2016-2017 include the massive opening of technology parks in the Russian Federation. So, the opening of the technopark has already been announced in the Republic of Dagestan [45] . The creation of quantorium industrial parks in Moscow, the Altai Territory, and the Tula Region has also been announced [46] .

In August 2016, the Krasnoyarsk Territory won the competition from the Ministry of Education and Science of the Russian Federation and became the next candidate for the creation of a quantorium, which will be opened on the basis of a regional innovative technological business incubator [47] . At the end of 2016, it is also planned to open a quantorium in Tomsk in a new building specially built for this task [48] .

During the Address of the President of Russia to the Federal Assembly in December 2016, Vladimir Putin announced that in the near future the number of children's technology parks will increase to 40 throughout Russia [49] .

On December 10, 2016, 17 quantoriums were opened simultaneously in different cities of Russia. Thus, the total number of technology parks has reached 24 [50] . At a press conference on the mass opening of technology parks, ASI CEO Andrei Nikitin spoke about plans to bring the number of quantiums in 2017 to 40 [51] . At the end of December of the same year, ASI announced that 925 million rubles from the federal budget would be allocated for the creation of technology parks. Financing will be received by 17 regions of Russia, while the entities themselves will have to invest 30% of the funds, and another 20% will be provided by private investors and companies. Thus, the total budget for the creation of quantoriums in 2017 will amount to more than 2.5 billion rubles [52] .

Development of a system of recreation and health for children

The model program for the development of a system of recreation and rehabilitation of children in the constituent entities of the Russian Federation is aimed at renovating, reconstructing and developing the infrastructure of children's recreation facilities, improving the programs of specialized institutions and developing mechanisms for managing and financing this industry [53] . Developed by the ASI with the participation of the Moscow Center for Children, Family Leisure and Health, the Department of Urban Economics and Municipal Administration of the Higher School of Economics and the Interregional Public Organization Promoting Child Rest. The program is currently being finalized in six pilot regions.

Developing an Ideology for the Treatment of Street Animals

On October 3, 2016, ASI organized the first All-Russian Forum “Street Animals in the Urban Environment”. Among the speakers at the forum were organizers of the stray dogs sterilization program, which was held in Moscow from 1998 to 2008, animal advocates Ilya Bluvshtein, Kirill Goryachev, as well as businessmen implementing similar programs in Nizhny Novgorod Vladimir Groisman and Tyumen Anna Moskvina [54] [55 ] [55 ] ]

In 2017, Natalya Kremneva, deputy director of ASI's Social Projects direction, financier by education [56], stated that ASI would take on a methodological and coordinating role in the responsible and humane treatment of street animals. In the same year, ASI introduced the Standard for the Organization of Work with Stray Animals in the Subjects of the Russian Federation. To write this document, a working group was formed, which included representatives of the Moscow animal protection community. It was led by pop singer and entrepreneur Ilona Bronevitskaya , whose private company in 2018 earned over 22 million rubles on state trapping and returning stray dogs to city streets in the Moscow region [57] . The developers also included Tatyana Chernikova, a zoo advocate and propagandist of the innovative SALI model [58]. This document contains recommendations on the implementation of the SALI model in the Russian regions as the main way to handle stray dogs legalizing their free presence in the urban environment [59]

It is worth noting that the SIA method proposed by ASI was criticized by biologists [60] and environmentalists [61] , in Moscow its implementation was discontinued in 2008 after a flock of sterilized dogs killed a person. In Ufa in 2015, after a pack of dogs was bitten to death by a 9-year-old boy, a local animal rights activist who had previously promoted the method committed suicide [62]

Other initiatives

The atlas of new professions is the almanac, developed by the expert group of the ASI and the Moscow School of Management Skolkovo , which presents promising professions and competencies demanded by employers in the future, as well as a list of educational institutions ready to give an appropriate basic education. The Atlas considers changes in the horizon until 2035. On April 17, 2015, its second edition was presented [63] . The 2016 edition was presented in St. Petersburg on November 8 as part of the Technological Revolution forum [64] . Simultaneously with the forum, the opening of the “Boiling Point” coworking was held [64] .

Foresight - forecasting sessions regularly held under the auspices of ASI, based on the technology of proactive design of the future “foresight”. Dedicated to various topics, including education, medicine, urban development and so on. The Foresight Fleet strategic session is held annually in the summer months, during which experts develop roadmaps for the country's sectoral and territorial development. The 2014 Foresight Fleet was held from August 3 to 7 on the Lena River and was dedicated to the development of the Far East [65] . The 2015 Foresight Fleet dedicated to the development of STI will be held on the Volga from May 12 to 16, 2015 [66] . According to ASI Director General Andrei Nikitin, the foresight fleet helps to break the boundaries between young scientists and officials - they can communicate directly, and there is no need to make appointments and travel to Moscow from different parts of Russia [67] .

National System of Competencies and Qualifications (NSCC) - the project provides for the development of a system that describes and shapes the relations of citizens, business structures and government structures to create, develop, accumulate, reproduce, evaluate and protect competencies in order to increase competitiveness. The “road map” for its creation was presented by ASI on May 15, 2013 [68] .

Agency Supervisory Board

The Agency’s Supervisory Board is chaired by President of the Russian Federation Vladimir Putin [69] .

ASI Regional Network

The Agency has a network of 11 regional representative offices - one in each Federal District , the Republic of Tatarstan, the Republic of Crimea, and the Novgorod Region. Also, ASI public representatives work in 31 constituent entities of the Federation, whose tasks include facilitating the implementation of projects supported by the Agency [70] [71] . The first ASI regional office was opened in Kazan on the territory of the IT park on June 19, 2012 [72] .

ASI Financing

The ASI's activities were financed, in particular, by VEB (0.1 billion rubles for 2012), from the budget (about 0.5 billion rubles in 2012-2015) [73] , Rosneftegas JSC (6 billion rubles in 2013, 1.8 billion in 2014) [74] [75]
