According to the 2000 census [1] , 23 516 people, 5868 families lived in Norfolk , there were 9360 households and 10 072 residential houses. The average population density was about 910.7 people per square kilometer. According to the census, the racial makeup of Norfolk is as follows: 91.41% White , 1.16% Black or African American , 1.53% Native American , 0.48% Asian , 0.03% Pacific Islander , 1.19% are representatives of mixed races, 4.19% are of other nationalities. Hispanics accounted for 7.61% of all city residents.
Of 9360 households, 31.7% raised children under the age of 18, 50% were cohabiting couples, in 9.7% of families women lived without husbands, 37.3% did not have families. 30.1% of the total number of families at the time of the census lived independently, while 12.8% were single elderly people aged 65 years and older.
