The elections were held according to a mixed system - 225 deputies were elected in the national multi-mandate constituency according to the electoral lists of political parties, and the remaining 225 - according to the majority system in single-mandate constituencies. Only political parties took part in the elections, participation of blocs consisting of parties was not provided.
President of Ukraine Viktor Yanukovych during a meeting of the Council of Regions said that the parliamentary elections in October 2012 should be held in compliance with all democratic procedures - to be free, honest and transparent. [one]

The 2012 parliamentary elections should significantly increase the confidence of citizens both in parliament and in the government as a whole - precisely through an open and democratic election process, the President emphasized. At the same time, the media recorded the facts of many violations by the ruling party and pro-government majority candidates.
The official election campaign began 90 days before the election day [2] . The leader of the main Batkivshchyna opposition party, Yulia Tymoshenko, at the very beginning of September, at the very beginning of the election campaign and long before the election day, asked the European Union to declare the elections illegitimate, not meeting international democratic standards, unfair and dishonest, as well as to state falsifications at all levels. Background
On February 1, 2011, the Verkhovna Rada set the date for the elections on October 28, 2012 [5] . From that moment, attempts were made to amend the current legislation, according to which the 2007 parliamentary elections were held.
On October 11, 2011, the court found Yulia Tymoshenko , the leader of the Batkivshchyna party, guilty of abuse of power and sentenced him to 7 years in prison, followed by a 3-year ban on holding public office [6]
On February 27, 2012 , after a long stay in the pre-trial detention center, the leader of the opposition party “ People’s Self-Defense ”, the former Minister of Internal Affairs of Ukraine Yuriy Lutsenko was convicted.
In February 2012, it became known about the negotiations between the Batkivshchyna party and the Front for Change to create a common list of candidates for people's deputies, and in April six opposition parties agreed to jointly participate in the 2012 parliamentary elections on the basis of the All-Ukrainian Batkivshchyna association ( due to the fact that under the new election legislation it is forbidden for party blocs to take part in elections, unification into a single list on the basis of one party). The united opposition included the parties "Fatherland", "Front of Changes", " People's Ruh of Ukraine ", " People’s Self-Defense ", " For Ukraine! ”,“ Reforms and Order ”, on April 24, the Social-Christian Party joined the united Ukrainian opposition, and in June the party“ Civic Position ”of Anatoly Hrytsenko [7] [8] [9] [10] .
On March 17, 2012 at the congress of Strong Ukraine a decision was made to dissolve the party, and party members were recommended to join the Party of Regions . The ex-leader of Strong Ukraine Sergey Tigipko himself was elected the same day as a member of the Party of Regions, deputy chairman of the party and member of the political council [11] [12] .
On July 7, 2012, the Forum of Patriotic Forces of Ukraine was held , at which the chairmen of Our Ukraine , the Congress of Ukrainian Nationalists and the Ukrainian People’s Party, together with the leaders of more than 30 public organizations, should also sign a declaration on the unification and joint participation in the parliamentary elections [13] .
Chronicle of election preparations
From July 30 to August 13, candidates were registered. 6,214 people claimed 450 seats, and subsequently 443 candidates were refused registration for various reasons. The total number of candidates is 5,771 (≈13 people per seat). Of these, 3128 are self-nominated people and 2643 on party lists from 89 different political parties. [fourteen]
Coalition Agreements
On October 19, VO Svoboda (Tyagnibok) and the united opposition (VO Batkivshchyna, Arseniy Yatsenyuk - Yulia Tymoshenko) agreed to cooperate in the new parliament [15] .
According to the leaders of the Udar party, Vitali Klitschko, they don’t intend to enter into alliances with the Party of Regions and the Communist Party [15] (they note that the Udar has an oath for candidates that says that they are not allowed to join the coalition of the Party of Regions [ 16] ).

International Observers
The total number of registered observers as of October 9 was 1,053 [51] . The largest international observer mission from CIS-EMO was 197 people [52] .
On October 2, CIS-EMO observers presented a preliminary report [53] to the election observation mission [54] . The report, in particular, notes that "the bulk of the reported violations so far is not related to the political struggle of party lists, but to the struggle of single-mandate candidates," and the elections in Ukraine are "not a clash of worldviews, but a struggle of financial and oligarchic clans, which , depending on the sympathies of voters in a particular region of the country, they rely either on the “party of power" or on representatives of the opposition ” [53] .
On October 5, this report was presented at the annual meeting of the OSCE Office for Democratic Institutions and Human Rights [55] . In anticipation of the presentation at the OSCE / ODIHR meeting of the preliminary report of the CIS-EMO International Organization for Election Observation, dedicated to the upcoming elections to the Verkhovna Rada of Ukraine, the mission website was subjected to a massive DDoS attack [56] . The report was published on the OSCE official website in Russian [57] and English [58] .
On November 30, at a meeting of the PACE Bureau and Standing Committee, a report of observers at the parliamentary elections in Ukraine was heard, in which they (the elections) were declared valid and their legitimacy was not called into question. [59]
